GBK Complex Prepares 300 Joint Personnel Ahead of Hotel Sultan Execution
The Gelora Bung Karno Complex Management Centre (PPKGBK) has prepared 300 joint personnel ahead of the execution of Blok 15 GBK, the former Hotel Sultan, scheduled for Thursday (18/6).
Chairman of the Blok 15 GBK Transition Team, Hendry Arisandi, stated in Jakarta on Monday that the joint personnel comprise members from PPKGBK, the Ministry of State Secretariat, the legal counsel team, and the Public Appraisal Service Office (KJPP). Preparations were conducted in Jakarta on Monday, also involving relevant agencies such as Telkom and PLN to support technical smoothness.
During the preparatory activity, Hendry explained that personnel received technical briefings on procedures for asset recording, documentation, and securing goods during the execution. The briefing aimed to ensure all personnel share a common understanding of on-site implementation methods. Recording and documentation are crucial aspects because the execution must proceed in an orderly, careful, and lawful manner.
“PPKGBK is being extremely cautious in this process. We want to ensure all items on site are properly recorded and documented. According to the court ruling, items not affixed to the land and buildings remain the property of the previous operator, PT Indobuildco,” said Hendry.
He noted this preparatory step was also taken because PT Indobuildco had previously been asked to vacate the execution object but had not yet complied with the court order. “Our principle is clear: this execution is the implementation of a court order. However, at the same time, we continue to safeguard the property rights of the previous operator. Indobuildco has been given up to six months to retrieve their belongings, which will be stored and properly recorded by PPKGBK,” he stated.
Hendry stressed that all involved personnel are required to work professionally, refrain from actions outside procedure, and ensure every stage is recorded accountably. With these preparations, PPKGBK hopes the execution of Blok 15 GBK, the former Hotel Sultan, will proceed smoothly, orderly, safely, and without causing losses to any party.
The Central Jakarta District Court rejected the lawsuit filed by PT Indobuildco against the Minister of State Secretariat c.q. PPKGBK regarding the management of Hotel Sultan. The ruling was delivered on Friday, 28 November 2025, via e-court. In civil case Number 208/Pdt.G/2025/PN.Jkt.Pst., the court concluded that the state, through Land Management Right Number 1/Gelora, is the lawful owner. Consequently, the building rights for Hotel Sultan have been legally extinguished since 2023, the state’s actions are lawful, and Indobuildco is obliged to vacate the entire Hotel Sultan area, including land and buildings. The ruling is uitvoerbaar bij voorraad, meaning it can be executed immediately.
