I have often read in newspapers that some of Jakarta's gas stations are built on greenbelt areas. These days, the contrary is taking place: Some gas stations will be converted into greenbelts.

This controversy seems to indicate that Jakarta's urban development is not well planned, because the establishment of a gas station follows a long procedure with complex requirements.

Imagine a situation in which a gas station has acquired a great number of customers. Suddenly, after a few years, the owner is informed that he has violated city regulations which puts emphasis on the growing of plants to restore greenbelt areas.

Questions arise as to whether whenever a change of authority in the urban development agency takes place, city planning also changes? If so, the hard urban life becomes increasingly harder for those affected by similar changes in urban development.
