Garbage and floods

It is a fact that one of the main causes of flooding in
Jakarta is garbage blocking the flow of water in the city's
rivers and canals.

Therefore, I suggest that Governor Sutiyoso tightly control
the sanitation agency as regards the transportation of garbage
from neighborhoods to dumps.

Garbagemen should be paid at least the regional minimum wage,
and civil servants should be held responsible for sanitation
work. Also, a stick and carrot system should be used for those
involved in sanitation.

Their duties should include reporting to their superiors any
residents found dumping garbage in the rivers or otherwise
blocking the city's rivers, canals and drains. It is common in
the city for people to cover the tops of trenches for parking, to
set up stalls or for other purposes.

I am of the opinion that the money used for making the city's
drainage system work is nothing compared to the huge amount of
money stolen by corruptors. Besides, if the system works properly
it is Governor Sutiyoso who is likely to enjoy the praise.
