Ganjar Proposes Election Law Bill Should Remain DPR Initiative

Chairman of the Central Leadership Council of the Indonesian Democratic Party of Struggle (PDIP), Ganjar Pranowo, stated that the drafting of the Election Law Bill (RUU Pemilu) should remain the initiative of the House of Representatives. He expressed confusion when the House’s Commission II intended to hand over the academic draft and bill drafting to the government.

“The authority to create laws lies with the DPR, not to be given to others. This concerns the fate of the parties themselves,” Ganjar said after attending Pancasila Day commemoration at PDIP’s Party School in South Jakarta on Monday, 1 June 2026.

He argued that the fundamental character of political parties would be controlled by the government if the draft RUU Pemilu is simply handed over. Given the current political landscape in the DPR, discussions on the bill would be monotonous. Ganjar also stated PDIP would not object if excluded from future RUU Pemilu discussions, but stressed the party’s firm stance on the proposed revisions.

Previously, Komisi II DPR member Muhammad Rifqinazamy Karsayuda stated no decision has been made to remove the election law revision from the 2026 National Legislative Program (Prolegnas). Currently, the revision remains a DPR initiative proposal. However, Rifqi acknowledged proposals to expedite the process by entrusting the government with drafting the academic paper and bill.

“Why do we refer to government-led legislation as fast-track? Because there should be no significant differences or debates within the government. In the DPR, eight political parties represented by eight factions may have diverse viewpoints,” Rifqinazamy said on Saturday, 30 May 2026.

The NasDem Party politician explained that DPR discussions on the RUU Pemilu could drag on as each faction must consult their party chair on key amendment ideas. However, if the bill becomes a government initiative, the government prepares the academic draft and bill, making the process more efficient and time-saving.

House of Representatives Commission XIII Chairman Andreas Hugo Pareira stated the election law revision would become a government initiative. Currently, the revision discussions are stalled in Senayan.

Previously, Coordinating Minister for Law, Human Rights, Immigration, and Penitentiary Affairs Yusril Ihza Mahendra said the government is prepared to renegotiate with the DPR if election law discussions remain unresolved within two and a half years. The last revision discussion by Commission II DPR was held on 10 March 2026, where former Coordinating Minister for Political, Legal, and Security Affairs Mohammad Mahfud Mahmodin and Jimly Asshidiqqie were present. Under current law, the government should begin forming an election commission selection team in August or September 2026.
