Funds Available, Coordinating Minister for Human Development and Culture Urges Ministries to Immediately Begin Sumatra Recovery

The Chair of the Steering Committee for the Task Force on Accelerated Rehabilitation and Reconstruction (Satgas PRR), Pratikno, has urged all ministries, agencies, and local governments to immediately accelerate the implementation of recovery programmes in Aceh, North Sumatra, and West Sumatra. This appeal follows the disbursement of funds outlined in the Master Plan (Renduk) for five ministries and agencies: Statistics Indonesia (BPS), the Ministry of Public Works, the Ministry of Transportation, the Ministry of Social Affairs, and the Ministry of Health. “Most of the budget for ministries and agencies is already available, while some is still in process. But what we need to oversee is not just budget disbursement, but how programmes can be implemented as quickly as possible on the ground,” Pratikno said during a ministerial-level meeting at the Coordinating Ministry for Human Development and Culture office in Jakarta on Thursday, 18 June 2026. The Coordinating Minister for Human Development and Culture also explained that the Master Plan for post-disaster management in Sumatra was approved by the Steering Committee on 13 May and has been submitted to the Minister of Finance in accordance with the President’s directive. The total financing requirement for rehabilitation reaches approximately Rp 100.16 trillion, comprising Rp 38.94 trillion in 2026, Rp 32.94 trillion in 2027, and Rp 28.28 trillion in 2028. Beyond pushing for accelerated implementation, Pratikno stressed that the steering committee is also ensuring accountability through strengthened supervision, monitoring, and reporting. He said this step is crucial to prevent overlapping efforts and to ensure no critical issues are overlooked. “Therefore, synchronisation and synergy are our main focus,” he stated. In line with this directive, the Chair of the Satgas PRR, who is also the Minister of Home Affairs, Tito Karnavian, encouraged 28 ministries and agencies to promptly finalise their planning documents, noting that these documents are a prerequisite for budget disbursement. According to him, the faster the activity plans are completed, the quicker rehabilitation and reconstruction efforts can proceed, allowing affected communities to return to normal life sooner. Tito also urged local governments not to merely wait for action from the central government. He noted that regions can utilise the Regional Transfer Funds (TKD), which have been fully distributed with a total value of Rp 10.6 trillion, to support accelerated recovery in their respective areas. “We request support from the Chair of the Steering Committee, steering committee members, and also the Ministry of Finance to expedite this submission process,” Tito said. The ministerial-level meeting was also attended by Coordinating Minister for Community Empowerment Muhaimin Iskandar, Minister of Public Works Dody Hanggodo, Minister of Housing and Settlements Maruarar Sirait, Head of the National Disaster Management Agency (BNPB) Lieutenant General Suharyanto, Chief of General Staff of the Indonesian National Armed Forces Lieutenant General Richard Taruli H. Tampubolon, as well as representatives from ministries and agencies that are members of the Task Force for Accelerated Rehabilitation and Reconstruction Post-Disaster in the Sumatra Region.
