Full Support for PP Tunas: MUI Urges Instagram to YouTube to Comply

JAKARTA — The Indonesian Ulema Council (MUI) has emphasised the importance of digital sovereignty alongside the moral protection of the nation’s youth following the implementation of Government Regulation Number 17 of 2025 on Child Protection in the Governance of Electronic Systems (PP Tunas), on Saturday (28/3/2026). Secretary of the MUI Advisory Board, Zainut Tauhid Sa’adi, stated that the policy represents a strategic step by the government to safeguard the future of Indonesian children from the threats of negative content in the digital realm. “We offer our appreciation and full support to the government, particularly the Ministry of Communication and Digital Affairs, for the implementation of PP Tunas. This is not merely a technical policy, but a constitutional and religious mandate to preserve the morality, mentality, and spirituality of the nation’s youth,” Zainut said in a press release on Saturday (28/3/2026). From an Islamic perspective, he explained, protecting children from exposure to damaging digital content is part of maqashid al-syariah, particularly hifzhun nasl (preserving offspring). He quoted a verse from Allah SWT in Surah An-Nisa ayat 9, which reminds against leaving behind a weak generation, both physically and morally. Zainut added that the government’s policy aligns with the fiqh principle of tasharrufu al-imam ’ala al ra’iyyah manutun bi al-mashlahah, meaning that every leader’s policy must be oriented towards public benefit. Enforcing rules on digital platforms is seen as a step to bring about general welfare above global business interests. MUI also stressed that all global digital platforms are obliged to comply with applicable regulations in Indonesia. Non-compliance, according to him, can be categorised as negligence towards danger that must be eliminated, in line with the fiqh principle al-dhararu yuzal.
