Jakarta, VIVA – Former Deputy Chief of the Indonesian National Police, Commissioner General (Ret.) Oegroseno, answered a clarification summons from the National Police Corruption Eradication Corps (Kortastipidkor) on Thursday, 30 July 2026, relating to an investigation into alleged corruption in land procurement for the Women’s Police Academy (Sepolwan).

Upon arrival, Oegroseno admitted he did not yet know in detail the alleged offence underlying his summons. Nevertheless, he confirmed he would comply with investigators’ invitation as a form of respect for the legal process.

“I don’t know what the alleged problem is. Because there was a summons for clarification, we certainly have to attend. I tried to find what the connection was — from the letter, it mentions an alleged criminal offence in the land grant process for Sepolwan,” he said.

Besides the Sepolwan land procurement, Oegroseno said the summons letter also touched on substitute land procurement for Sespim that took place in 2011.

“There’s also the substitute land procurement for Sespim land, from 2011. If it’s from 2011, then there should have been an Inspectorate General (Irwasum) examination, shouldn’t there? But the basis there uses an LI, an information report,” he said.

According to him, if the alleged criminal offence relates to internal National Police matters, it should first have been preceded by an examination by the Inspectorate General (Irwasum). Oegroseno also mentioned the findings of the Supreme Audit Agency (BPK) regarding the National Police.

“Now, if it’s an alleged criminal offence within Polri, it should usually start from an Irwasum examination, right? The BPK also found nothing. The BPK has rated Polri WTP — Wajar Tanpa Pengecualian (unqualified opinion) — since 2011,” he said.

He also questioned the use of an information report as the basis for investigating a case dating back to 2011.

“So a 2011 case can be pursued using an LI? If every Regional Police Chief, every Police Chief, even Pak Hoegeng could have an LI filed against them, what then? That’s about it. Since I was invited, I’ll just explain,” he said.

Regarding the documents brought for the clarification process, Oegroseno asserted he was not the party directly handling the land procurement process.

“Everything had its own committee, I don’t know anything about it. I was Kalemdik (Head of the Education and Training Institution), wasn’t I?” he said.

He said the entire procurement process was carried out by the committee formed at the time.

“The land procurement committee was led by a Brigadier General, who I hear has since passed away, so who knows how it will go. Everything had a committee. What more is there?” he said.
