Fuel Subsidy Increase, Purbaya Assures Smooth Compensation Payments to Pertamina and PLN
Jakarta, CNBC Indonesia - Finance Minister Purbaya Yudhi Sadewa has emphasised that compensation fund payments to State-Owned Enterprises (SOEs) assigned by the state to sell energy commodities below market prices will continue to be made every month, even as subsidy spending increases.
Purbaya stated that payments have been made monthly in line with the submitted invoices.
“It depends. So, payments are made according to the invoices that come in; when they arrive, they are paid. The February and March invoices should already have been paid,” Purbaya explained at his office on Friday (24/4/2026).
Furthermore, Purbaya revealed that there have been no issues with the monthly compensation payments of 70%.
In fact, he noted that PLN has reported that the payment flow is running smoothly this year.
“PLN has reported to me that there are no problems this year. It’s all smooth. There are only some outstanding from last year that we’re still discussing. I think it’s related to the BPK report. They just want it settled as quickly as possible,” he said.
“I told them, that’s the agreement; we’ll sort it out. But this year, there are no issues. I’ve already resolved it; no more problems,” he stressed.
As is known, prior to this new regulation, payments were made every three months, after a review of the invoices submitted on the 10th day following the end of the quarterly period.
“Monthly Fuel Compensation Fund payments of 70% (seventy percent) from the review results of the Fuel Compensation Fund calculation,” quoted from Articles 8 and 11 of PMK 73/2025, on Thursday (20/11/2025).
Nevertheless, the monthly payment percentage is not fixed, as the Finance Minister is permitted under the PMK to adjust the percentage based on the state’s financial capacity.
In addition, it also considers the results of audits by the Financial Audit Board (BPK) on the Fuel and Electricity Compensation Funds from the previous fiscal year.
These compensation payments are made monthly using a projection calculation scheme for the Compensation Fund submitted by the Director General of Budget to the Inspector General for calculation review.
An overall review will also be conducted annually by the Financial and Development Supervisory Agency (BPKP).
Before implementing this new compensation payment scheme through the PMK, Finance Minister Purbaya Yudhi Sadewa had promised to accelerate payments to PT Pertamina (Persero) and PT PLN (Persero) to maintain their cash flow.
“I promised them earlier that within one month, there would be a new regulation or policy so that payments would be on time and not delayed as they are now,” Purbaya said.
“Because that disrupts the cash flow of professional companies like SOEs. But once it’s out, payments will be on time, and I hope these SOEs won’t keep incurring losses,” he emphasised.
