Fuad Hasan Masyhur unable to attend KPK summons

The Corruption Eradication Commission (KPK) has announced that the President Director of PT Maktour, Fuad Hasan Masyhur (FHM), was unable to fulfil a summons as a witness in the investigation into alleged corruption regarding Hajj quotas this Tuesday.

“The witness, FHM, sent confirmation that he could not attend the investigators’ summons,” stated KPK Spokesperson Budi Prasetyo to journalists in Jakarta on Tuesday. Budi explained that Fuad Hasan Masyhur claimed to be in Saudi Arabia for the Hajj pilgrimage, preventing him from attending the KPK session. “Investigators will coordinate for a subsequent schedule,” he added regarding the KPK’s follow-up actions.

Previously, the KPK commenced the investigation into the alleged corruption of the 2022–2023 Indonesian Hajj quota on 9 August 2025. On 9 January 2026, the KPK named former Minister of Religious Affairs Yaqut Cholil Qoumas and his special staff, Ishfah Abidal Aziz (also known as Gus Alex), as suspects.

Meanwhile, Fuad Hasan Masyhur, as the owner of the Maktour Hajj organiser, has not been named a suspect, despite previously being subject to an overseas travel ban. The KPK subsequently received audit results from the Audit Board of Indonesia (BPK) on 27 February 2026, which indicated state losses in the case reached Rp622 billion.

On 12 March 2026, the KPK detained Yaqut at the KPK Red and White Building detention centre, followed by the detention of Ishfah on 17 March 2026. The KPK temporarily changed Yaqut’s status to house arrest on 19 March 2026 following a request from his family, but returned him to the KPK detention centre on 24 March 2026. On 30 March 2026, the KPK named two new suspects: Maktour’s Operational Director, Ismail Adham, and the former General Chairman of the Indonesian Hajj and Umrah Tour Travel Union (Kesthuri), Asrul Aziz Taba.
