The West Java Provincial DPRD has officially formed Special Committees (Pansus) XIX and XX to examine changes to regulations concerning the capital of the State-Owned Enterprise PT Bandar Udara Internasional Jawa Barat (BIJB) Kertajati, as well as the restructuring of regional apparatus organisations (OPD).

Special Committee XIX has been mandated to discuss the revision of Regional Regulation Number 22 of 2013 regarding the formation of PT BIJB Kertajati and Aerocity. This regulatory change pertains to increasing the company’s capital, which simultaneously creates opportunities for the entry of strategic investors.

Meanwhile, Special Committee XX is tasked with discussing the restructuring of the regional government organisation. One of its primary agendas is to reduce the number of departments or agencies within the West Java Provincial Government from 38 to 32 OPDs.

Regarding this matter, the Chairman of the West Java DPRD, Buky Wibawa, stated that both special committees have a relatively limited working window. All members involved are targeted to complete the discussion of the draft regional regulations (Ranperda) submitted by the executive branch within five weeks.

“The working period for these two Special Committees begins on 30 September 2026 and runs until 5 November 2026. To Special Committees XIX and XX, congratulations on your appointment; it is expected that you prioritise these committee activities,” said Buky Wibawa on Saturday (3/10/2026).

Buky noted that the West Java DPRD believes the regulatory changes regarding BIJB Kertajati need to be implemented urgently. A key focus is the plan to increase the company’s authorised capital to Rp8 trillion.

According to him, this change is expected to provide space for new investors to enter without reducing the local government’s control over the company.

In response to the DPRD’s discussions on the BIJB regulatory changes, the Vice Governor of West Java, Erwan Setting, ensured that the entry of investors would not reduce the West Java Provincial Government’s shareholding portion.

“The increase in authorised capital is intended to provide greater room for strategic investors to enter the management of PT BIJB. The West Java Provincial Government emphasises that the local government’s shareholding will be maintained at a minimum of 51 per cent, ensuring the local government’s position as the controlling shareholder remains intact,” said Erwan Setiawan.

In addition to capital and investment issues, the West Java DPRD has requested that environmental aspects be prioritised in the development of the Kertajati Aerocity Area.
