From Autonomous Cars to Electric Vehicles: New Regulations Forthcoming in Indonesian Traffic Law
Developments in vehicle technology are set to be formally recognised within the third revision of Law Number 22 of 2009 concerning Traffic and Road Transport (LLAJ). The government has agreed to regulations covering vehicles based on their power sources, as well as the development of autonomous vehicle technology.
These regulations are part of a proposal from the House of Representatives (DPR RI) regarding the types of motor vehicles to be regulated under Chapter VII of the revised LLAJ Law.
“The government agrees with the DPR RI proposal regarding the regulation of motor vehicle types as stipulated in Chapter VII, including categories for private motor vehicles, public motor vehicles, and platform-based public transport that can be used for transport services under certain requirements,” stated Minister of Transportation Dudy Purwagandhi during a working meeting with Commission V of the DPR RI on Wednesday (30/09/26).
In addition to regulating vehicle categories, the government has also approved regulations based on power sources and the development of steering system technologies.
“Motor vehicles based on the type of power source, as well as regulations regarding the development of steering technology or the development of autonomous vehicles,” said Dudy.
Consequently, the revision of the LLAJ Law will accommodate advancements in vehicle technology, including autonomous vehicles and vehicles differentiated by their propulsion methods.
“Furthermore, the Government agrees with the DPR RI proposal regarding the regulation of motor vehicle types as stipulated in Chapter VII,” he added.
The material concerning these vehicles is part of the Bill for the Third Amendment to the LLAJ Law, which has been included in the 2026 National Legislative Programme (Prolegnas) as a priority bill initiated by the DPR RI.
