From 2027, Central and Regional Hajj Officials Mandatory to Undergo Barracks Training Without Exception
The Deputy Minister of Hajj and Umrah, Dahnil Anzar Simanjuntak, has stated that all Hajj officials for 2027 are required to undergo education and training (diklat) in barracks before being deployed to Saudi Arabia. This strict policy applies universally, ranging from the heads of Regional Hajj Officers (PHD) to the Central Hajj Organising Officers (PPIH).
This measure is a result of a total evaluation of the 2026 Hajj implementation, specifically concerning the quality of services during the peak phases in Arafah, Muzdalifah, and Mina (Armuzna). The Indonesian Ministry of Hajj and Umrah found significant differences in field competence between officials who received central-level training and regional officials who did not receive similar preparation.
“We are fully aware that there are aspects of service that must be improved, especially in Armuzna. Therefore, moving forward, we will ensure that all officials must undergo training,” Dahnil stated in Mecca on Wednesday.
Dahnil explained that the mandatory barracks training targets all elements without exception, including Regional Hajj Officers and group leaders. Previously, some regionally recruited officials did not receive training equivalent to central officials, despite field realities showing that mental readiness and knowledge are primary determinants of service quality.
In addition to standardising training, the Ministry of Hajj and Umrah will restructure operations by forming a dedicated Armuzna Working Unit (Daker) specifically for the 2027 Hajj season. This unit will focus entirely on managing the peak phases of the pilgrimage, ensuring that personnel stationed in Armuzna are no longer burdened with additional duties in other sectors.
“In the future, we will form the Armuzna Working Unit, which will be specifically tasked only with Armuzna,” Dahnil noted. Previously, the management of pilgrim movement, tents, and field coordination in Armuzna was a major focus of the 2026 Hajj evaluation. Dahnil emphasised that early preparation is key to ensuring an orderly, professional, and safe pilgrimage. There will be no tolerance for negligence or indiscipline, as these trainees will serve as the spearhead of service for Hajj pilgrims in Saudi Arabia.
