Jakarta (ANTARA) - The Foreign Policy Community of Indonesia (FPCI) is urging the government to immediately prepare a clear and robust regulatory foundation to ensure that the commitment to developing 100 GWp of solar power capacity can be realised as a sustainable programme.

This statement was made by the Founder and Chairman of FPCI, Dino Patti Djalal, in response to the launch of the 100 gigawatt peak (GWp) solar power plant (PLTS) programme, which was attended by President Prabowo Subianto on 25 August.

“This is a step worthy of appreciation from President Prabowo, and we fully support it. The political commitment to the 100 GWp target is very encouraging and certainly achievable. The next step is to strengthen it with a clear and robust regulatory foundation,” he said in a press release received in Jakarta on Thursday.

Dino assessed that a clear regulatory foundation would strengthen the government’s political commitment and provide continuity as the programme moves from the announcement stage to implementation.

“This includes greater certainty regarding institutional roles, project execution, procurement processes, financing, as well as implementation stages and targets,” he added.

Furthermore, Dino stated that the solar energy programme serves as an important milestone in establishing a clear national direction for Indonesia’s energy future.

“Closing the gap between political commitment and regulatory certainty is crucial to transforming the 100 GWp ambition into real implementation. We want to see the 100 GWp solar ambition become President Prabowo’s legacy in the near future,” he said.

President Prabowo highlighted the scale of the programme, which will add 100 GWp of solar power capacity to the Indonesian electricity system, supported by Battery Energy Storage Systems (BESS).

The programme will encompass diesel-to-solar conversion (de-dieselisation), rural electrification, the development of productive villages, grid strengthening, and energy provision for industrial zones, ensuring the programme plays a broad role in the overall Indonesian energy system.

The President also directly appointed a core leadership team responsible for overseeing the programme’s implementation, consisting of several ministers and directors of State-Owned Enterprises (BUMN).

The Minister of Energy and Mineral Resources, Bahlil Lahadalia, mentioned 14 projects with a total capacity of 5.3 GWp as part of the initial implementation phase across various regions in Indonesia.

Bahlil also outlined government intervention mechanisms for projects that cannot offer competitive prices through Independent Power Producers (IPP), including the possibility of assignments to Danantara with financing schemes aligned with the President’s directives.
