Four defendants in an alleged corruption case involving supporting work for the issuance of Verified Gross Mass (VGM) certificates at the Marine and Offshore Oil and Gas Strategic Business Unit (SBU) of PT Biro Klasifikasi Indonesia (Persero) during 2021–2023 have been charged with causing state losses of Rp16.06 billion.

The four defendants are Budi Prakoso, Head of the Marine and Offshore Oil and Gas SBU at PT BKI; Ardhian Budi Sulistiyo, Senior Manager of Marine Operations at the Marine and Offshore Oil and Gas SBU; Arif Bijaksana Satria Negara, Senior Manager of Business Support at the Marine and Offshore Oil and Gas SBU; and Risa Hendra, President Director of PT Pilar Mandiri.

In the indictment accessed through the Case Tracking Information System (SIPP) of the Central Jakarta District Court, public prosecutor Azhary Arsyad Sulaiman from the Attorney General’s Office stated that the state losses allegedly occurred because the four defendants enriched Risa by Rp16.06 billion.

The state loss figure is real and definite, based on the State Financial Loss Calculation Report issued by the Financial and Development Supervisory Agency (BPKP) Representative Office for DKI Jakarta Province, Number PE03.02/SR/S-745/PW09/5.1/2026 dated 11 June 2026.

Accordingly, the four defendants are charged under Article 603 or Article 604 in conjunction with Article 20 letter c of the National Criminal Code, in conjunction with Article 18 of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption.

In the case, the public prosecutor revealed that Budi, together with Ardhian, colluded with Risa in the procurement of goods and services for the supporting work on VGM certificate issuance, rendering the procurement process a mere formality.

In the execution of the supporting work for VGM certificate issuance, Risa allegedly did not carry out all of the work. Nevertheless, Budi proceeded with the handover of the supporting work and made payment as if the work had been completed 100 per cent.

In fact, Budi and Arif were aware that Risa, in the procurement of goods and services, did not perform the work as stipulated in the contract.

Furthermore, Ardhian, in carrying out the supporting work for VGM certificate issuance, did not prepare or compile work plans and budgets for the operations division, did not conduct inspections, did not perform testing, did not carry out supervision, and did not undertake certification or other technical consultancy related to his duties.

Meanwhile, the public prosecutor stated that Arif, together with Budi and Ardhian, did not prepare or compile work plans and budgets for the business support division, and did not implement various principles of good corporate governance applicable in work and business conduct.

These governance principles include failing to carry out and control assigned tasks independently, clarity of function (accountability), being answerable (responsibility), and fairness.
