Four Ministries Obtain 2026 Budget Ceilings, Sumatra Reconstruction Task Force Accelerates Additional Budget Submissions
The submission of Additional Budget (ABT) for post-disaster rehabilitation and reconstruction programmes in the Sumatra region is showing progress, with four ministries and agencies having obtained their 2026 budget ceilings. This development comes after the Task Force for the Acceleration of Rehabilitation and Reconstruction (Satgas PRR) actively held meetings over the past two weeks to encourage ministries and agencies to complete supporting documents and accelerate ABT submissions to the Ministry of Finance. The progress emerged during the Daily Brief on the Acceleration of Post-Natural Disaster Rehabilitation and Reconstruction in the Sumatra Region, held at the Ministry of Home Affairs Command Centre in Jakarta on Wednesday, 10 June 2026, and attended by 18 ministries and agencies. Brigadier General Pol. Yopie Indra Prasetya Sepang, Deputy for Transport of the Satgas PRR National Post, who chaired the meeting, stated that the ABT submission process across various ministries and agencies remains a primary focus. “Acceleration steps are necessary so that the programmes outlined in the Master Plan for the Acceleration of Post-Natural Disaster Rehabilitation and Reconstruction (Renduk PRRP) for Sumatra can be implemented immediately,” he said. The task force noted that four entities have obtained their 2026 budget ceilings: the Central Statistics Agency (BPS), the Ministry of Transportation, the Ministry of Social Affairs, and the Ministry of Public Works. The Ministry of Transportation reported a budget requirement of Rp 1.3 trillion for the 2026–2028 period as stipulated in the Renduk. From the 2026 requirement of Rp 98.4 billion, the Ministry of Finance has approved approximately Rp 89 billion to be used by four technical directorates. Part of this budget will support the handling of transport infrastructure affected by disasters, including Rembele Airport in Bener Meriah Regency and Blangkejeren Airport in Gayo Lues Regency, Aceh, both of which require special handling to reduce damage risks from geographical conditions and extreme weather. The Ministry of Social Affairs also reported significant progress, confirming that a DIPA for the Additional Budget amounting to Rp 987 billion has been received to support various programmes for affected communities. The latest data presented by the Ministry shows the number of affected people has reached 228 thousand. The government has also extended the subsistence guarantee period for affected people to 60 days following discussions with the DPR. Meanwhile, other ministries reported ongoing ABT submission processes. The Ministry of Micro, Small and Medium Enterprises (UMKM), BMKG, Ministry of Health, Ministry of Religious Affairs, Ministry of Agriculture, Ministry of Creative Economy, Ministry of Marine Affairs and Fisheries, Ministry of Housing and Settlement Areas, and Ministry of Basic and Secondary Education have submitted ABT proposals currently being processed at the Ministry of Finance. Those still processing within their own ministries include the Geospatial Information Agency (BIG), BRIN, Ministry of Villages and Disadvantaged Regions, Ministry of Trade, and Ministry of Energy and Mineral Resources (ESDM). Satgas PRR assesses that the developments indicate the majority of ministries and agencies have moved towards the final stages of budget submission or approval. Nevertheless, adjustments to the Renduk, data reconciliation, and refinement of supporting documents continue so the budgeting process complies with regulations. “Satgas PRR requests all ministries and agencies to actively report on the progress of ongoing activities and the obstacles faced,” said Brigadier General Pol. Yopie at the meeting’s close. The acceleration of the ABT disbursement is crucial, considering the Renduk received approval from the DPR and the Ministry of Finance on 25 May 2026. Speeding up the budget is essential so that the recovery programmes can proceed and affected communities can feel the benefits immediately. This aligns with the emphasis from the Chairman of Satgas PRR Sumatra, Tito Karnavian, who stated: “I emphasise, the money has been prepared by the Minister of Finance, the President has issued a directive order and the official letter exists, the budget allocation is available. The people are already waiting.”
