Four Factions in Kupang City DPRD Question Rp 66.6 Billion Budget Surplus
Four factions in the Kupang City DPRD, East Nusa Tenggara (NTT), have highlighted the Kupang City Government’s Budget Financing Surplus (Silpa) for the 2025 fiscal year, which reached Rp 66.6 billion. The scrutiny was delivered by the Democrat, PAN, NasDem, and Golkar factions during the General Views of the DPRD Factions on the Submission of the Mayor of Kupang’s Introductory Note regarding the Accountability Report (LKPJ) for the 2025 Fiscal Year in the second session of the 2025/2026 DPRD term.
The Democrat faction assessed that the Rp 66.6 billion Silpa requires a detailed explanation from the city government. ‘The Silpa of Rp 66.06 billion needs to be explained in detail, especially the largest contributing components,’ stressed Democrat faction spokesperson Djuneidi Kana on Tuesday (23/6/2026). The Democrats also urged the city government to minimise the accumulation of unspent budgets in subsequent years. ‘And the government’s steps to minimise budget accumulation in the following years,’ Djuneidi added. According to the Democrats, an increase in regional revenue does not automatically indicate good government performance. Good performance must be reflected in the impact felt by the community. ‘Declining poverty, improving infrastructure, enhanced basic services, and a healthier regional financial burden,’ he asserted.
The Golkar faction also highlighted the Silpa, which it deemed quite large and in need of evaluation. The Golkar faction believes the size of the Silpa should serve as evaluation material so that budget planning and execution become more targeted. ‘The faction notes the existence of a Silpa of Rp 66.6 billion. This quite large Silpa value needs to be evaluated to reflect increasingly targeted budget planning and execution and to reduce the occurrence of unabsorbed funds,’ said Golkar faction spokesperson Mohammad Darwis.
Meanwhile, PAN assessed that a large Silpa cannot simply be interpreted as a success in budget efficiency. According to PAN, this condition needs to be examined more deeply to determine whether there are priority programmes and activities that were not implemented optimally. ‘Delays in implementation, or weak budget planning and control. Therefore, the PAN faction requests an explanation from the government,’ said PAN faction spokesperson Dicky Tallo. PAN asked the city government to explain which programmes and activities were not implemented or did not reach their targets, thus contributing to the formation of the Silpa. ‘The PAN faction requests an explanation from the government regarding which programmes and activities were not implemented or have not reached their targets, thereby contributing to the formation of the Silpa,’ Dicky explained. Additionally, PAN questioned the factors causing the Silpa to reach Rp 66.6 billion. ‘What factors caused the Silpa, whether originating from aspects of planning, implementation, procurement of goods and services, or other factors,’ Dicky said. PAN also urged the city government to explain concrete steps to improve planning quality and accelerate programme implementation. ‘What concrete steps will the Kupang City government take to improve the quality of acceleration and planning of programme implementation, so that the established budget can truly be felt by the community,’ Dicky added. Furthermore, PAN requested the city government to explain the utilisation plan for the 2025 Silpa to ensure it remains directed towards priority programmes that directly impact public services and community welfare. ‘The PAN faction hopes for more accurate budgeting, as well as more effective, accountable, and realistic activity implementation,’ Dicky concluded.
The NasDem faction also highlighted the 2025 fiscal year Silpa reaching Rp 66.6 billion. The NasDem faction assessed that a large Silpa is not an achievement, but rather an indicator of unrealised government programmes. ‘An excessively large Silpa is not an achievement, but an indicator that there are public programmes that failed to be realised, thus contributing to this Silpa figure,’ said NasDem faction spokesperson Meirlon Fanggidae.
The Kupang City DPRD has eight factions: Gerindra, NasDem, PDI Perjuangan, PKB, Golkar, PAN, Democrat, and the Joint Faction of Hanura, Perindo, and PSI Bersatu. The plenary session was chaired by DPRD Speaker Richard Odja and attended by DPRD members and city government officials led by Regional Secretary Jeffry Pelt, representing Mayor Christian Widodo. Deputy Mayor Serena Francis was not present.
