Four Countries Exempted from Natural Resource Export Proceeds Rule, Airlangga Explains Why

Coordinating Minister for Economic Affairs Airlangga Hartarto stated that the government has granted exemptions to four countries from the implementation of the regulation on Natural Resource Export Proceeds (DHE SDA). The four countries are China, the United States, Canada, and Australia. Regarding the reasons for the exemption, Airlangga explained that these countries have numerous bilateral cooperation agreements with Indonesia. “With several of these countries, we have quite a lot of bilateral agreements. Among them are China, America, then Australia, and one more, Canada,” Airlangga said at the Coordinating Ministry for Economic Affairs in Jakarta on Thursday, 23 July 2026. Additionally, Airlangga mentioned that the banks involved in holding the DHE SDA will not be limited to state-owned banks. Several private banks will also be involved to accommodate the export proceeds from these natural resource commodities. As the policy, which became effective on 1 June 2026, progresses, Airlangga said the entire mechanism will be re-evaluated by the government in mid-September 2026. “The DHE SDA policy will be evaluated in mid-September,” he stated. Previously, Minister of Finance Purbaya Yudhi Sadewa explained that the policy exemption for these countries was based on several considerations. One of them relates to the bilateral and multilateral agreements established between Indonesia and these nations. “First, there is a bilateral or multilateral agreement. Second, their investment is large. Then, their banks have existed here for quite a long time, something like that,” he said.
