Four Countries Exempted from Natural Resource Export Proceeds Rule, Airlangga Explains Why

Jakarta – Coordinating Minister for Economic Affairs, Airlangga Hartarto, said the government has granted exemptions to four countries from the rules on natural resource export proceeds, known as DHE SDA.

The four countries are China, the United States, Canada and Australia.

Asked why these four countries were exempted from the DHE SDA provisions, Airlangga explained that they each have extensive bilateral cooperation with Indonesia.

“With several of these countries we have quite a lot of bilateral agreements. These include China, America, Australia, and also Canada,” Airlangga said at the Coordinating Ministry for Economic Affairs in Jakarta on Thursday, 23 July 2026.

Airlangga also noted that the banks involved in holding DHE SDA funds will not be limited to state-owned banks. A number of private banks will also be involved in holding the export proceeds from natural resource commodities.

As the policy, which took effect on 1 June 2026, continues, Airlangga said the entire mechanism will be re-evaluated by the government in mid-September 2026.

“The DHE SDA policy will be evaluated in mid-September,” he said.

Previously, Finance Minister Purbaya Yudhi Sadewa explained that the exemptions for these countries were granted based on several considerations, including bilateral and multilateral agreements between Indonesia and those countries.

“First, there are bilateral or multilateral agreements. Second, their investments are large. And their banks have been established here for quite a long time — something along those lines,” he said.
