Four Basic Services Serve as a Mirror of South Tangerang Government Performance
Decent housing, healthcare services, access to education, and waste and environmental management have become the four key aspects highlighted during the 2026 Batch II Regional Java-Bali Outstanding Local Government Appreciation held at the Bali Nusa Dua Convention Centre, Badung, Bali, on Friday (28/8).
In Batch II, the awards focused on four categories: the Implementation of the 3 Million Houses Programme, Access and Quality of Healthcare Services, Resident Access to Education Services, and Waste Management and Environmental Cleanliness. The Minister of Home Affairs, Muhammad Tito Karnavian, stated that these four categories are directly related to the basic needs of the community and the improvement of citizens’ quality of life.
Tito expressed hope that these awards could serve as a catalyst for local governments to continuously improve performance, create innovations, and share best practices that can be implemented in other regions. “This activity serves as a means to motivate regions to continuously enhance their performance,” said Tito during the event.
The Mayor of South Tangerang, Benyamin Davnie, assessed that these four aspects are directly linked to the programmes implemented by the city government. He stated that regional policies are directed towards addressing the needs of the community. “We are committed to ensuring all local government programmes are directed towards the needs of the people,” said Benyamin.
In the housing sector, South Tangerang is implementing a programme to improve uninhabitable houses through house renovation. In 2026, 329 houses across seven sub-districts have been completed. Each house received an intervention valued at Rp75 million in the form of building materials and labour costs. The programme is prioritised for low-income communities, the poor, and people with unproductive disabilities.
Benyamin stated that the programme does not merely repair buildings, but ensures that the community obtains more decent, healthy, and safe housing.
In the healthcare sector, the South Tangerang City Government relies on ‘Ngider Sehat Premium’, a mobile service developed from the ‘Ngider Sehat’ programme initiated in 202ability. The service, developed in late 2025, is supported by doctors and vehicles equipped with examination devices such as USG and ECG. The primary targets include the elderly, pregnant women, toddlers, persons with disabilities, patients with chronic diseases, and citizens with limited mobility.
This approach brings healthcare services closer to the community, including through early screening and monitoring of vulnerable groups.
Education presents another challenge alongside the growth of South Tangerang. Population and residential area development have led to an increasing need for public facilities, including schools. Therefore, improving access to education is not only about the number of schools or classrooms but also about ensuring that urban growth does not reduce children’s opportunities to obtain a proper education. Education itself is part of the minimum service standards that the government must fulfil.
Meanwhile, waste management remains an issue felt directly by the community. The South Tangerang City Government still needs to strengthen management from upstream to downstream, starting from waste reduction and sorting, collection, processing, to solutions for reducing the burden on landfills.
For Benyamin, the assessment in this forum is not merely an effort to win an award, but a driver to improve the quality of government programmes. “This assessment motivates us to push for the improvement of programmes that are based on the needs of the entire community,” he said.
He acknowledged that public demands on local governments continue to rise. Therefore, various policies and programmes must be directed to become increasingly capable of answering the needs of residents. Ultimately, the measure of local government performance is seen not just through awards, but by how far housing, health, education, and the environment can provide real benefits to the community.
