Former Subordinate Reveals Code for Hajj Acceleration Fee Distribution: 1 for Yaqut, 2 for Gus Alex
The former Head of the Sub-directorate for Licensing, Accreditation, and Development of Special Hajj Organisers at the Ministry of Religious Affairs (Kemenag), Rizky Fisa Abadi, has revealed a coding system used for the distribution of fees related to the acceleration of special Hajj services. Rizky stated that the number ‘1’ served as a code for the former Minister of Religious Affairs, Yaqut Cholil Qoumas.
This testimony was provided by Rizky Fisa while serving as a witness in the corruption case involving the 2023-2024 additional Hajj quota at the Jakarta Corruption Court on Thursday (17/09/2026). The defendants in the case include:

Former special staff to Yaqut, Ishfah Abidal Azis, also known as Gus Alex
Chairman of the Kesthuri Association, Asrul Azis Taba
Operational Director of PT Makassar Toraja (Maktour), Ismail Adham
During the proceedings, prosecutors presented photographic evidence from a laptop screen containing numerical figures. Rizky confirmed that these numbers were codes. When asked by the prosecutor what the numbers one through ten represented, Rizky replied that they were simply codes.
Rizky explained that the numerical codes referred to specific individuals designated to receive fees from the former Kemenag honorary staff member, Ridwan Kurniawan. The prosecutor also presented a table containing figures such as ‘25’, which Rizky clarified represented USD 25,000.
When questioned about the meaning of codes 1, 2, and 3, Rizky stated that ‘1’ likely referred to the Minister, ‘2’ referred to the Special Staff (Gus Alex), and ‘s’ likely referred to the Director General.
Rizky further noted that the distribution of funds outlined in the table was known to Ridwan and Abdul Muhyi, a former policy analyst at the Ministry. He stated that the amounts were distributed equally among the designated parties.
Crucially, Rizky testified that the funds intended for distribution according to the table had not yet been handed over to the individuals, including the former Minister. He stated that the money was currently in his possession and had been used to purchase various assets, including land, houses, and shop-houses.
In this case, former Minister Yaqut Cholil Qoumas is accused of causing state losses amounting to Rp 622,090,071,666.41 (approximately 622 billion Rupiah) regarding the alleged corruption of the 2023-2024 additional Hajj quota. Prosecutors allege that these actions were carried out by Yaqut in conjunction with Asrul Azis Taba, Ishfah Abidal Azis, and Ismail Adham.
