Former Sleman Police Chief Sanctioned with Demotion Following Hogi Minaya Case
The Regional Police of Special Region of Yogyakarta (DIY) has formally imposed disciplinary sanctions consisting of written reprimand and removal from office against Sleman Police Chief (nonactive) Kombes Edy Setyanto Erning Wibowo. The decision was taken following the Hogi Minaya case, which had become viral and attracted considerable public attention.
Kombes Ihsan, Head of Public Relations at Polda DIY, stated that the disciplinary hearing, chaired by Kombes I Gusti Ngurah Rai Mahaputra, the Regional Supervision Inspector of Polda DIY, was held on Thursday, 26 February. The hearing was conducted on the basis of audit findings by the Regional Inspection Directorate (Itwasda) of Polda DIY.
“The disciplinary hearing was held based on audit findings by Itwasda Polda DIY, which revealed violations related to the failure to conduct supervision of the traffic accident case investigation handled by the Traffic Unit of Sleman Police Resort, which went viral and caused public disturbance,” said Ihsan in his statement on Friday, 27 February 2026.
Based on the hearing results, former Kombes Edy was found to have committed violations in managerial and supervisory responsibility aspects. Consequently, he was imposed two points of strict sanctions consisting of written reprimand and demotion removal from office.
“Based on the disciplinary hearing results held on Thursday (26/2), it was decided that the concerned officer was imposed sanctions in the form of written reprimand and demotion transfer,” he affirmed.
“In the context of personnel development within the Police Force, such sanctions represent a firm action against any deficiency in supervisory functions that occurs within the organisation,” he added.
Ihsan emphasised that the process carried out was a disciplinary hearing, not an ethical code hearing or a criminal process. This is because the substance of the examination pertained to managerial aspects and supervisory responsibility.

Polda DIY emphasised that every police leader or official bears inherent supervisory responsibility towards their subordinates and work units under their command. The sanction represents a firm action against any managerial deficiency within the police organisation.
“We understand that this case had attracted considerable public attention. Therefore, the disclosure of disciplinary hearing results is part of Polda DIY’s commitment to transparency in maintaining accountability and public trust,” he said.
Furthermore, Polda DIY is committed to continuously improving its internal control systems. The aim is to ensure every case investigation is conducted professionally, proportionally, and in accordance with applicable legal provisions.
As previously reported, Hogi Minaya was designated as a suspect after attempting to defend his wife from a pair of robbers in the Maguwoharjo area, Sleman. The designation of Hogi as a suspect drew public scrutiny. Consequently, two officials at Sleman Police Resort were also suspended from their positions.
Sleman Police Chief Kombes Edy Setyanto Erning Wibowo and Sleman Police Resort Traffic Unit Chief AKP Mulyanto were also questioned by the Internal Affairs Division (Propam).
