Former Sidoarjo Regent Gus Muhdlor Released Following Two Years and Three Months in Prison
The convict in a corruption case and former Regent of Sidoarjo, Ahmad Muhdlor bin Agoes Ali Masyhur, also known as Gus Muhdlor, has officially been released after receiving parole status from the Surabaya Class I Correctional Institution in Porong, Sidoarjo.
The Head of the Surabaya Class I Correctional Institution, Sohibur Rachman, stated that Muhdlor has been in detention since being held at the KPK Detention Centre on 7 May 2024.
“He was first detained on 7 May 2024 at the KPK Detention Centre and was subsequently transferred to the Surabaya Class I Correctional Institution on 22 January 2025,” Sohibur confirmed on Monday (21/9).
Sohibur noted that Muhdlor was officially released on 20 August 2026, in accordance with an official decree issued several days prior to his release.
“Based on the Decree of the Minister of Immigration and Correctional Services Number: PAS-1508.PK.05.03 of 2026, dated 17/08/2026, the individual was declared on parole on 20 August 2026,” he said.
Sohibur ensured that the granting of parole to Muhdlor followed all applicable legal procedures. Muhdlor was deemed to have completed the minimum required sentence and demonstrated positive behavioural changes during his time in prison.
“According to Article 10 of Law Number 22 of 2022 concerning Corrections, prisoners are entitled to parole if they meet certain requirements, namely good conduct, active participation in rehabilitation programmes, and a demonstrated reduction in risk levels,” he stated.
Calculating from the start of his detention at the KPK on 7 May 2024 until his parole on 20 August 2026, Muhdlor served a total of two years, three months, and 13 days. This period is shorter than the total sentence of four years and six months previously handed down by the Surabaya Anti-Corruption Court panel.
Sohibur claimed that Muhdlor had met the minimum requirement of serving two-thirds of his sentence.
“Having served at least two-thirds of the sentence, and meeting these criteria, the individual has fulfilled both administrative and substantive requirements,” he added.
Sohibur mentioned that Muhdlor received accumulated remissions, or sentence reductions, which accelerated his parole schedule. He also noted that Muhdlor took an active role in spiritual and mental guidance activities for fellow inmates.
“The individual was very active and cooperative in all forms of rehabilitation within the prison. He frequently led religious studies for other inmates during personality development sessions held at the prison mosque,” he said.
Despite his release, Sohibur stated that the legal process binding Muhdlor has not fully concluded. He remains on probation, and all his activities will be closely monitored by the Surabaya Class I Correctional Office.
“Following his parole from the Surabaya prison, his status has transitioned to being a client of the Surabaya Class I Correctional Office. All his activities will be closely supervised by the correctional office until his probation period ends,” he explained.
Former Sidoarjo Regent Ahmad Muhdlor Ali, or Gus Muhdlor, was found guilty of corruption involving the misappropriation of incentive funds for civil servants. The case occurred within the Regional Tax Service Agency (BPPD) of Sidoarjo Regency and was handled directly by the Corruption Eradication Commission (KPK).
Muhdlor was sentenced to four years and six months in prison. Additionally, he was fined 300 million IDR, with a subsidiary of three months’ imprisonment, and ordered to pay 1.4 billion IDR in restitution, with a subsidiary of 1.5 years of imprisonment.
