Former Serang City ATR/BPN Head Named a Suspect in Licensing Pungli Case
The Serang State Prosecutor’s Office has detained the former head of the Serang City Land Office (Kantah), or the National Land Agency (BPN) for Serang City, Taufik Rokhman (TR), in connection with a corruption case. In addition to Taufik, five others have been named as suspects for allegedly collecting illicit levies (pungli).
“The Head of the Serang State Prosecutor’s Office and the investigation team in the Special Crimes Directorate have named six suspects with the initials TR as the Head of the Serang City ATR/BPN office for the 2024-2026 period,” said the Chief of the Serang State Prosecutor’s Office (Kajari Serang), Dodo Achmad Ekroni, on Wednesday (20 May 2026).
Also named were PG as the Head of the PHP Section at the Serang City ATR/BPN for the 2022-2023 period, AM as the Head of the PHP Section for 2023-2025, DM as the Head of the PHP Section for 2025-2026, AD as the Korsup SP for 2021-2025, and GW as the Head of the SP Section for 2021-2025.
“The case is divided into two clusters, namely the Rights Determination and Land Registration Section (PHP) and the Survey and Mapping Section (SP) based at the Serang City BPN,” he said.
Dodo noted that all suspects are suspected of involvement in corruption relating to the licensing process at BPN Serang City. The case under investigation by the Serang State Prosecutor’s Office concerns alleged licensing extortion during the 2021-2026 period.
“The investigative team has found evidence of alleged corruption in the licensing process at BPN Serang City from 2021 to 2026,” he said.
The suspects are alleged to have engaged in illicit levies with the term ‘tactical money’. The money is thought to have been used for personal gain.
“The suspects are suspected of abusing their authority, either directly or indirectly, by soliciting money outside the state revenue not including taxes (PNBP) from applicants for land administration under the term ‘tactical money’,” he said.
TR, PG, AM, and DM are charged with corruption offences under Article 12 letter e of Law No. 20 of 2001 as amended by Law No. 31 of 1999 on the Eradication of Corruption.
Meanwhile AD and GW are charged with corruption offences under Article 12 letter e of Law No. 20 of 2001 or Article 605(2) of the 2023 Indonesian Penal Code (KUHP).
The suspects were detained for 20 days at the Serang Detention House, in accordance with the detention provisions during the investigative process.
