Former Manpower Ministry Secretary General Claims No Knowledge of Son Receiving Money in Foreign Worker Permit Case
Prosecutors called former Secretary General of the Ministry of Manpower, Heri Sudarmanto, as a witness in the alleged corruption case involving the processing of foreign worker (TKA) permits at the ministry. Heri claimed he was unaware that his son, Rizky Junianto, who is also a civil servant at the ministry, had received money connected to foreign worker permits.
The trial was held at the Central Jakarta Anti-Corruption Court on Thursday (19 February 2026). Heri explained that Rizky worked at the ministry in the Directorate for Control of Foreign Worker Employment (PPTKA).
“Do you know Rizky Junianto?” the prosecutor asked.
“He is my son,” Heri replied.
The prosecutor then questioned Heri about his knowledge of money received by Rizky. Heri claimed he knew nothing about it.
“Did you know Rizky received money?” the prosecutor asked.
“I didn’t know,” Heri replied.
“That an entire directorate received money?” the prosecutor pressed.
“I didn’t know,” Heri repeated.
Rizky Junianto himself was previously examined as a witness by the Corruption Eradication Commission (KPK). During that examination, the KPK investigated routine payments made to ministry officials in connection with the case.
“Investigators are looking deeper into the alleged money flows originating from foreign worker agents that were given to officials at the Ministry of Manpower, including money flows that were routine in nature,” said KPK spokesperson Budi Prasetyo to reporters on Monday (27 October 2025).
Indictment in the Foreign Worker Permit Case
There are eight defendants in the case. Their identities are as follows:
- Putri Citra Wahyoe — RPTKA Hotline Officer for the period 2019–2024 and RPTKA Endorsement Verifier at the Directorate of PPTKA in 2024–2025.
- Jamal Shodiqin — Administrative Analyst at the Directorate of PPTKA from 2019–2024 and First Expert Employment Facilitator at the Directorate of PPTKA from 2024–2025.
- Alfa Eshad — Junior Expert Employment Facilitator at the Ministry of Manpower from 2018–2025.
- Suhartono — Director General of Labour Placement Development and Employment Opportunity Expansion (Binapenta dan PKK) at the Ministry of Manpower from 2020–2023.
- Haryanto — Director of PPTKA from 2019–2024, Director General of Binapenta dan PKK from 2024–2025, and currently serving as Ministerial Expert Staff for International Relations.
- Wisnu Pramono — Director of PPTKA from 2017–2019.
- Devi Angraeni — Director of PPTKA from 2024–2025.
- Gatot Widiartono — Coordinator for Analysis and Control of Foreign Worker Employment (PPTKA) from 2021–2025.
Prosecutors stated the defendants demanded that agents provide goods including a Vespa Primavera 150 ABS A/T motorcycle and a Toyota Innova Reborn vehicle. The extortion was carried out with the aim of enriching the civil servants at the ministry.
The breakdown of alleged enrichment is as follows: Putri received Rp 6.39 billion, Jamal Rp 551.16 million, Alfa Rp 5.24 billion, and Suhartono Rp 460 million. Furthermore, Haryanto allegedly received Rp 84.72 billion plus an Innova Reborn vehicle, Wisnu Rp 25.2 billion plus a Vespa Primavera 150 ABS A/T motorcycle, Devi Rp 3.25 billion, and Gatot Rp 9.48 billion.
