Former Kemenaker Director General Suhartono Sentenced to 4 Years in Prison, Convicted of Corruption in RPTKA Case
JAKARTA - Former Director General of Placement and Expansion of Employment Opportunities at the Ministry of Manpower, Suhartono, has been sentenced to four years in prison for proven involvement in extortion related to the processing of Rencana Penggunaan Tenaga Kerja Asing (RPTKA) within the ministry from 2017 to 2025.
“Judging, imposing a prison sentence on the defendant for four years with a fine of Rp 200 million subsidiary 80 days,” stated the Chief Justice of the Panel, Lucy Ermawati, while reading the verdict in the trial at the Jakarta Corruption Court on Wednesday (22/4/2026).
The judges assessed that Suhartono knew about and allowed the extortion practices to occur within the ministry environment.
In today’s trial, the panel of judges also read out verdicts for seven other defendants.
The Director General of Binapenta at Kemenaker for 2024-2025, who also served as Special Staff to the Minister of Manpower, Haryanto, was sentenced to 7.5 years in prison with a fine of Rp 500 million subsidiary 140 days, as well as paying restitution of Rp 40.7 billion subsidiary four years in prison.
Director of Control of Foreign Worker Use (PPTKA) at Kemenaker from 2017-2019, Wisnu Pramono, was sentenced to 6.5 years in prison with a fine of Rp 350 million subsidiary 110 days, as well as additional punishment of restitution of Rp 23 billion subsidiary three years in prison.
Head of the Sub-Directorate for Maritime and Agriculture in the Directorate General of Placement and Expansion of Employment Opportunities, Gatot Widiartono, was sentenced to six years in prison with a fine of Rp 350 million subsidiary 110 days, as well as paying restitution of Rp 9.4 billion subsidiary two years in prison.
Then, three ministry staff members, Putri Citra Wahyoe, Jamal Shodiqin, and Alfa Eshad, were each sentenced to five years and six months in prison with a fine of Rp 300 million subsidiary 100 days.
The three were also ordered to pay restitution in varying amounts.
Putri was ordered to pay restitution of Rp 6.9 billion subsidiary two years in prison, Jamal was ordered to pay Rp 23.5 billion subsidiary 2.5 years in prison, while Alfa was ordered to pay Rp 5.2 billion subsidiary 1.5 years in prison.
The defendants are believed to have enriched themselves by extorting those who needed RPTKA documents.
The details: Suhartono received Rp 460 million; Haryanto obtained Rp 84.72 billion and one unit of Innova Reborn car; Wisnu Rp 25.2 billion and one unit of Vespa Primavera 150 ABS A/T motorcycle.
Then Devi received Rp 3.25 billion; Gatot Rp 9.48 billion; Putri Rp 6.39 billion; Jamal Rp 551.16 million; and Alfa Rp 5.24 billion.
Some defendants have returned a portion of the extortion money to the KPK as settlement of the additional restitution punishment.
Several pieces of evidence seized from the defendants were also confiscated for the state as part of the restitution settlement.
The defendants were found to have violated Article 12 letter e in conjunction with Article 18 of the Corruption Eradication Law in conjunction with Article 55 paragraph (1) first in conjunction with Article 64 paragraph (1) of the Criminal Code.
