Former Information Technology Director General Semuel Abrijani Sentenced to Six Years Over Temporary National Data Centre Corruption

Semuel Abrijani Pangerapan, Director General of Informatics Applications (Aptika) at the Ministry of Communications and Informatics during 2016-2024, has been sentenced to six years imprisonment. The panel of judges found Semuel guilty of corruption in connection with the Temporary National Data Centre (PDNS) scheme at the Ministry of Communications and Informatics.

“The court declares the defendant Semuel Abrijani Pangerapan proven beyond reasonable doubt guilty of committing the criminal offence of being party to corruption as alleged in the primary alternative charge,” stated the presiding judge whilst delivering the verdict at the Anti-Corruption Court (Tipikor) in Central Jakarta on Tuesday, 10 March 2026.

“The court hereby sentences the defendant to imprisonment for six years,” the judge added.

The judge also imposed a fine of Rp 500 million with an alternative of 140 days’ detention on Semuel. Additionally, Semuel was ordered to pay compensation of Rp 6.5 billion, with payment to be deducted from Semuel’s assets previously seized in the case, or alternatively, six months’ detention.

“The court hereby imposes an additional sentence on the defendant to pay compensation of Rp 6,500,000,000, which shall be offset against funds already returned and seized amounting to Rp 6 billion, leaving outstanding compensation of Rp 500 million to be paid by the defendant,” the judge stated.

The judge stated that Semuel’s actions undermined the government’s anti-corruption drive and caused losses to the state. Mitigating factors considered included Semuel’s lack of previous criminal convictions, respectful courtroom conduct, family dependants, and partial restitution of monies gained from the criminal offence.

The judge found Semuel Abrijani guilty of violating Article 603 read together with Article 20(c) of Law No. 1 of 2023 on the Criminal Code read together with Article 18 of the Anti-Corruption Law.

The court also sentenced four other defendants in the same hearing. The complete sentences are as follows:

  1. Bambang Dwi Anggono, Director of Government Information Services at the Directorate General of Aptika during 2019-2023, was sentenced to nine years imprisonment, a fine of Rp 500 million with an alternative of 140 days’ detention, and compensation of Rp 1.5 billion with an alternative of one year’s detention.

  2. Nova Zanda, Commitment Making Official in goods and services procurement and PDNS management at the Ministry of Communications and Informatics during 2020-2022, was sentenced to five years imprisonment and a fine of Rp 500 million with an alternative of 140 days’ detention.

  3. Pini Panggar Agusti, Account Manager of PT Dokotel Teknologi during 2017-2021, was sentenced to six years imprisonment, a fine of Rp 500 million with an alternative of 140 days’ detention, and compensation of Rp 1 billion with an alternative of six months’ detention.

  4. Alfi Asman, Business Director of PT Aplikanusa Lintasarta during 2014-2022, was sentenced to six years imprisonment and a fine of Rp 500 million with an alternative of 140 days’ detention.

The prosecution previously charged the defendants at the Anti-Corruption Court in Jakarta on Monday, 10 November 2025. Prosecutors alleged that the defendants caused state losses of Rp 140.86 billion through corruption in goods and services procurement and management of the Temporary National Data Centre (PDNS) at the Ministry of Communications and Informatics during 2020-2022.

Prosecutors stated that Semuel allegedly committed corruption by abusing his authority to enrich PT Aplikanusa Lintasarta to the amount of the state losses and received bribes of Rp 6 billion.

“Committing or being party to committing unlawful acts, namely enriching himself or others, or a corporation namely PT Aplikanusa Lintasarta, causing losses to state finances or the state economy of Rp 140,858,124,470 (Rp 140.8 billion),” the prosecutor stated whilst reading the charges.
