Former Hotel Sultan Land Executed: Full Reasons and Chronology

The Central Jakarta District Court officially executed the eviction of the Hotel Sultan land in Block 15 of the Gelora Bung Karno (GBK) complex on Thursday (18/6). This step marks the final chapter of a protracted dispute between the government, represented by the State Secretariat/PPKGBK, and PT Indobuildco, owned by Pontjo Sutowo. The execution began at 09:00 WIB on Jalan Jenderal Gatot Subroto, Central Jakarta. The court clerk read out the execution order Number 1/PDT.EKS/2026/PN.Jkt.Pst in conjunction with Number 208/Pdt.G/2025/PN.Jkt.Pst, which ordered the return of the land and buildings of former HGB 26 and former HGB 27 to the state. The conflict stemmed from differing interpretations of the land’s status. The government asserted that the land is part of Management Rights (HPL) Number 1/Gelora, which was cleared for the 1962 Asian Games and administratively recorded under the State Secretariat/PPKGBK since 1989. Meanwhile, PT Indobuildco argued that its Building Rights (HGB) stood on ‘free state land’, not on the government’s HPL, and therefore believed it did not require a recommendation from the State Secretary to renew its land rights. On 28 November 2025, the Central Jakarta District Court ruled in favour of the government in case Number 208/Pdt.G/2025/PN.Jkt.Pst. The judge concluded that the state is the rightful owner through HPL No. 1/Gelora and ordered Indobuildco to immediately vacate the area. The ruling was ‘uitvoerbaar bij voorraad’, allowing execution despite any ongoing appeals. Beyond the land issue, the dispute also involved royalty arrears. Although Indobuildco had paid royalties for the 1971-2006 period, including fines based on a 2011 Supreme Court judicial review decision, the government stated that royalties for the 2007 to 2023 period remain an outstanding obligation. With today’s execution, all assets in Block 15 of the GBK area have officially returned to full state control through the State Secretariat, ending the decades-long operation of Hotel Sultan under PT Indobuildco’s management.
