Jakarta (ANTARA) - The Corruption Eradication Commission (KPK) examined former Head of the Major National Road Implementation Centre (BBPJN) for the North Sumatra Region, Stanley Cicero Haggard Tuapattinaja (SC), as a witness in the alleged corruption case concerning road construction projects in North Sumatra.

“The examination took place at the KPK’s Merah Putih Building for SC, who served as Head of BBPJN North Sumatra from 2018 to 2025,” stated KPK Spokesperson Budi Prasetyo to journalists in Jakarta on Tuesday.

According to KPK records, Stanley Cicero complied with the summons and arrived at 09:36 WIB.

Previously, on 26 June 2025, the KPK conducted a sting operation (OTT) related to the alleged corruption case in road construction projects under the North Sumatra Provincial Public Works and Spatial Planning Department (Dinas PUPR) and the National Road Implementation Work Unit Region I North Sumatra.

Subsequently, on 28 June 2025, the KPK named five individuals as suspects in the case, which is divided into two clusters.

They are: Head of North Sumatra Dinas PUPR Topan Obaja Putra Ginting (TOP), Head of the Gunung Tua Regional Technical Implementation Unit of North Sumatra Dinas PUPR also serving as commitment-making official Rasuli Efendi Siregar (RES), PPK at the Satker PJN Region I North Sumatra Heliyanto (HEL), President Director of PT Dalihan Natolu Group Muhammad Akhirun (KIR), and Director of PT Rona Na Mora Muhammad Rayhan Dulasmi Piliang (RAY).

The first cluster relates to four road construction projects under the North Sumatra Dinas PUPR, while the second cluster concerns two projects at the Satker PJN Region I North Sumatra. The total value of the six projects across the two clusters is approximately Rp231.8 billion.

Regarding the roles of the suspects, the KPK alleges that Akhirun and Rayhan Piliang provided the bribe funds. Meanwhile, the recipients in the first cluster are Topan Ginting and Rasuli Efendi Siregar, and in the second cluster, it is Heliyanto.

On 5 May 2026, the KPK began summoning several witnesses in the case and announced developments using a general investigation warrant, with no suspects yet named at that stage.
