JAKARTA, KOMPAS.com - Former Director General of Application Informatics at the Ministry of Communication and Informatics (Kemenkominfo), Semuel Abrijani Pangerapan, has been sentenced to 7 years in prison in the alleged corruption case of the National Data Center (PDNS) project within Kemenkominfo for the period 2020-2024.

“Sentencing the Defendant, Semuel Abrijani Pangerapan, to seven years of imprisonment and a fine of IDR 750 million, with a subsidiary of 165 days of imprisonment, fully deducted by the length of time the Defendant has been detained, with the order that the Defendant remains in custody,” as quoted from an official statement received by Kompas.com from the Public Prosecutor’s Office Team of the Central Jakarta Prosecutor’s Office, Thursday (26/2/2026).

It is known that Semuel has returned the money to the prosecutor’s office.

The indictment for Semuel and four other defendants was read before the panel of judges at the Jakarta Corruption Court.

The Director of Government Application Informatics Services at Kemenkominfo for the period 2019-2023, Bambang Dwi Anggono, was sentenced to 10 years in prison with a fine of IDR 750 million, with a subsidiary of 165 days of imprisonment, and compensation of IDR 3 billion, with a subsidiary of 4 years of imprisonment.

The Implementing Officer (PPK) in the procurement of goods/services and management of Kominfo’s PDNS for 2020-2024, Nova Zanda, was sentenced to 6 years in prison with a fine of IDR 750 million, with a subsidiary of 165 days of imprisonment.

Meanwhile, the Director of Business at PT Aplika Lintasarta for 2014-2023, Alfie Asman, was sentenced to 7 years in prison with a fine of IDR 750 million, with a subsidiary of 165 days of imprisonment.

Furthermore, the Account Manager of PT Docotel Teknologi for 2017-2021, Pinie Panggar Agustie, was sentenced to 8 years in prison and a fine of IDR 750 million, with a subsidiary of 165 days of imprisonment, with compensation of IDR 1 billion, with a subsidiary of 2 years of imprisonment.

Semuel, together with four other defendants, was charged with causing state losses of IDR 140.8 billion.

“(The five defendants) committed or participated in an act against the law, namely committing an act, enriching themselves or others, or a corporation, namely PT Aplikanusa Lintasarta, which harmed state finances or the state economy by IDR 140,858,124,470 (IDR 140.86 billion),” said the public prosecutor in the indictment hearing at the Corruption Court (Tipikor), Central Jakarta, Monday (10/11/2025).

The other four defendants in this case are the Director of Government Application Informatics Services at Kemenkominfo for the period 2019-2023, Bambang Dwi Anggono; the Implementing Officer (PPK) in the procurement of goods/services and management of Kominfo’s PDNS for 2020-2024, Nova Zanda; the Director of Business at PT Aplika Lintasarta for 2014-2023, Alfie Asman; and the Account Manager of PT Docotel Teknologi for 2017-2021, Pini Panggar Agusti.
