Former Deputy Police Chief States Special Quota in Police Recruitment to be Abolished
Former Deputy Police Chief and member of the Police Reform Acceleration Commission, Retired General Police Ahmad Dofiri, acknowledges the existence of a special quota mechanism in the Polri recruitment process that involves paying a certain amount of money.
Based on the recommendations of the Police Reform Acceleration Commission, this special quota in the Polri recruitment process will be abolished as part of improvements in the managerial aspect. Dofiri explains that this change is intended to enhance the governance of Polri recruitment, which has long been under scrutiny.
“Yes, that’s why regarding that, it’s a recommendation in the managerial aspect earlier. Now, for recruitment, for example, the special quota is to be abolished,” said Dofiri at the Merdeka Palace in Jakarta on Tuesday, 5 April 2026. However, Dofiri did not provide further details on the special quota in question.
In addition to abolishing the special quota, he said, the recruitment mechanism is also recommended to involve multiple actors. This means the selection committee will not only come from within Polri but also from outside the institution.
“Then now it must use multiple actors. The committee is not only from internal Polri but also from outside Polri. That’s the principle,” he said.
In his press statement, Dofiri said the recommendations submitted to President Prabowo Subianto focus on institutional and managerial aspects within the Polri institution.
He explained that the institutional aspect covers structural arrangements regarding the institution’s position, the instrumental aspect covers regulations and rules as well as infrastructure in the form of facilities, infrastructure, and equipment, including security tools and special equipment.
Meanwhile, on the managerial aspect, according to him, Polri reform focuses on four main things: governance, operations, leadership system, and supervision.
On the governance side, he said, improvements are made in the fields of development and operations. In development, human resource management (HRM) becomes a key focus, starting from recruitment, education to mutations and job promotions.
“Governance related to human resource management, which is now being debated on how to become a police officer, there are payments and all sorts of things, it’s rigid. Starting from recruitment, education, to mutations and job promotions. This is what we’ve received a lot of input and aspirations about in the past,” he stated.
