Former Deputy Minister of Manpower Noel Sentenced to 4.5 Years in Prison

The defendant has been sentenced to 4 years and 6 months of imprisonment, announced by the chairman of the panel of judges, Nur Sari Baktiana, at the Central Jakarta Corruption Court on Thursday (4/6/2026). The judge also ordered Noel to pay a fine of Rp 200 million, with a subsidiary sentence of 90 days of imprisonment. Furthermore, the judge ordered Noel to pay Rp 3 billion in restitution, noting that his assets may be seized and auctioned to cover this amount; failure to do so will result in an additional 1-year prison sentence.

The court ruled that Noel was proven to have received Rp 3 billion and a navy blue Ducati Scrambler motorcycle from Irvian Bobby Mahendro, an official within the Ministry of Manpower. The judge stated that this money was ‘non-technical’ payment for the processing of Occupational Health and Safety (K3) certificates from a Safety and Health Service Company (PJK3). Additionally, Noel was found guilty of receiving gratifications from another private party worth Rp 435 million related to his position as Deputy Minister, which he failed to report to the Corruption Eradication Commission (KPK).

Noel was found guilty of violating Articles 12 (b) and 12 (B) in conjunction with Article 18 of the Anti-Corruption Law, as well as other relevant provisions of the Criminal Code. Previously, prosecutors had sought a 5-year prison sentence, alleging that Noel was involved in extortion and bribery regarding the K3 certification process. Prosecutors presented evidence that Noel received a portion of a total Rp 6.5 billion in illicit funds, which were distributed through various officials within the Ministry of Manpower.
