Former Deputy Minister of Manpower Noel Proven to Have Received Rp 435 Million in Gratification
The panel of judges has declared that former Deputy Minister of Manpower Immanuel Ebeneber Gerungan, alias Noel, received gratifications totalling Rp 435 million from various private parties. The judges noted that Noel failed to report these gratifications to the Corruption Eradication Commission (KPK).
“Considering all the evidence presented, no loan agreements, transaction proofs, business records, receipts, or financial statements were found to convincingly prove that the receipt of Rp 435 million originated from a civil legal relationship as claimed by the defendant,” stated member judge Alfis Setyawan during the verdict reading at the Central Jakarta Corruption Court on Thursday.
The court is convinced that the gratifications were received by Noel in connection with his position as Deputy Minister. The judges emphasised that as a state official, Noel had a legal obligation to maintain integrity, independence, and objectivity, and to remain free from any form of conflict of interest.
The breakdown of the Rp 435 million in gratifications is as follows:
21 October 2024: Rp 30 million from Arsul.
17 November 2024: Rp 25 million from Aji Jaya Bintara, Director of PT Stramanta Dinamika Interkapital.
15 December 2024: Rp 50 million from Yohanes Permata F, Commissioner of PT Energi Kita Merah Putih.
25 December 2024: Rp 50 million from Yohanes Permata F, Commissioner of PT Energi Kita Merah Putih.
27 February 2025 to 23 May 2025: Rp 200 million from Raden Muhammad Zidni.
22–27 March 2025: Rp 80 million from Yeni Marlina.
Sentenced to 4.5 Years in Prison
Previously, Noel was found guilty in a bribery and gratification case related to the processing of Occupational Health and Safety (K3) certificates within the Ministry of Manpower. The presiding judge, Nur Sari Baktiana, sentenced the defendant to 4 years and 6 months in prison.
In addition to the prison term, Noel was ordered to pay a fine of Rp 200 million, with a subsidiary of 90 days of imprisonment. He was also ordered to pay restitution of Rp 3.435 billion. The court ruled that his assets could be seized and auctioned to cover the restitution, minus the Rp 3 billion already returned by Noel; failure to meet the amount would result in an additional year of imprisonment.
The court confirmed that Noel received Rp 3 billion and a navy blue Ducati Scrambler motorcycle from Irvian Bobby Mahendro, a figure known as the ‘Sultan’ of the Ministry of Manpower. The court ruled this money was an unofficial fee for processing K3 certificates from Occupational Health and Safety Service Companies (PJK3). Noel was found guilty of violating several articles of the Anti-Corruption Law and the Criminal Code.
