The court has imposed an additional criminal penalty in the form of restitution payments amounting to Rp 3,435,000,000 (three billion four hundred and thirty-five million rupiah) to the defendant, stated the presiding judge, Nur Sari Baktiana, during the verdict reading at the Central Jakarta Corruption Court on Thursday (4/6/2026).

The judge ruled that Noel’s assets may be seized and auctioned to cover the restitution. Should the assets be insufficient, the amount will be replaced by one year of imprisonment.

‘If the defendant is unable to pay the remaining restitution, one month after the verdict becomes legally binding, his assets may be seized and auctioned to cover the amount. In the event that the defendant does not have sufficient assets to pay the restitution, it shall be replaced by one year of imprisonment,’ the judge stated.

The restitution amount was determined after the court found Noel guilty of receiving Rp 3 billion and one navy blue Ducati Scrambler motorcycle from Irvian Bobby Mahendro, a high-ranking official at the Ministry of Manpower. The judge stated that this money constituted non-technical fees for the processing of Occupational Health and Safety (K3) certificates from an Occupational Health and Safety Service Company (PJK3).

Furthermore, the judge stated that Noel was also proven to have received gratifications from another private party worth Rp 435 million in connection with his position as Deputy Minister of Manpower. The judge noted that Noel failed to report these gratifications to the Corruption Eradication Commission (KPK).

Consequently, the total amount sums to Rp 3,435,000,000. In addition to the restitution, the judge sentenced Noel to pay a fine of Rp 200 million, which is subsidiary to 90 days of imprisonment.
