The former Deputy Minister of Manpower, Immanuel Ebenezer, known as Noel Ebenezer, is scheduled to undergo a sentencing hearing today regarding allegations of extortion related to the processing of Occupational Health and Safety (K3) certifications and the receipt of gratifications. The trial is taking place at the Corruption Court (Tipikor) within the Central Jakarta District Court.

‘We will reopen the hearing for the defendant on Monday, 18 May 2026, with the agenda of the criminal indictment from the Public Prosecutor,’ stated the presiding judge of the Jakarta Corruption Court, Nur Sari Baktiana, during a previous session.

The case also implicates several other officials from the Ministry of Manpower. Various witnesses and experts have provided testimony during the trial to establish the facts of the case.

According to the indictment presented by the Corruption Eradication Commission (KPK) prosecutors, Noel and his accomplices are accused of committing extortion related to the processing of K3 certifications amounting to Rp6.5 billion. The prosecutors allege that the defendants coerced K3 certification or licence applicants to provide payments, or to accept payments with deductions, or to perform certain tasks for their own benefit, involving a total sum of Rp6,522,360,000.

Noel is alleged to have personally enriched himself by Rp70,000,000. Other officials implicated include Fahrurozi (Rp270,955,000), Heru Sutanto (Rp652,236,000), Subhan (Rp326,118,000), Gerry Aditya Herwanto Putra (Rp652,236,000), Irvian Bobby Mahendro (Rp978,354,000), Sekarsari Kartika Putri (Rp652,236,000), Anitasari Kusumawati (Rp326,118,000), and Supriadi (Rp294,063,000). Additionally, high-ranking officials such as the former Director General of Binwasnaker & K3, Haiyani Rumondang, and several sub-coordinators were also named in the indictment.

Furthermore, Noel is charged with receiving gratifications totalling Rp3,365,000,000 and a blue Ducati Scrambler motorcycle, provided by civil servants within the Ministry of Manpower and private parties. The KPK has since expanded the investigation, naming three additional suspects—Chairul Fadly Harahap, Haiyani Rumondang, and Sunardi Manampiar Sinaga—who are suspected of receiving illicit funds.
