Former Central Java Police Senior Commissioner Sentenced to Six Years' Imprisonment in Untag Lecturer Death Case
The Semarang District Court has sentenced Basuki, a former mid-ranking officer of the Central Java Police (Polda Jawa Tengah), Ajun Komisaris Besar (AKB), to six years’ imprisonment. The defendant was found guilty of an offence under negligence causing the death of another person in relation to the death of Dwinanda Linchia Levi, a lecturer at Universitas 17 Agustus 1945 Semarang (Untag).
According to Media Indonesia’s coverage on Wednesday (20 May), the courtroom at Semarang District Court was relatively quiet with visitors, while security around the venue was tightened to anticipate the proceedings of the verdict.
Basuki, who attended in a white shirt, appeared crestfallen in the dock as Chief Judge Ahmad Rasjid read the verdict. The six-year sentence was higher than the prosecutors’ request of five years’ imprisonment.
“It has been proven beyond reasonable doubt that he is guilty of an offence for his negligence causing the death of another person as defined by the law and punishable under the second alternative count,” stated Ahmad Rasjid during the hearing.
The judge ordered that the detention period already served by the defendant be fully deducted from the imposed sentence, and that the defendant remain in custody.
In its consideration, the panel highlighted the defendant’s disregard for the victim’s critical condition. It was noted that the defendant had twice taken the victim to hospital previously and was aware that the victim required intensive medical care.
However, instead of providing further medical assistance when the victim’s condition deteriorated at a boarding house (kost), the defendant let the victim lie there and chose to sleep. The neglect was deemed by the court to be a key factor that worsened Levi’s condition and ultimately led to her death.
“Moreover, as a police officer by profession, rank and function, he had a legal obligation to protect, assist the public, and provide first aid to those in need,” added the judge.
Earlier, the Public Prosecutor charged the defendant under Article 428(3) letter b of Law Number 1 Year 2023 on the Penal Code relating to the crime of neglect that caused death.
The case began when Dwinanda Linchia Levi was found dead, unclothed, in room 210 of a boarding house on Jalan Telaga Bodas Raya, Gajahmungkur, Semarang, on 17 November 2025. An autopsy at RSUP Kariadi indicated the cause of death was a ruptured heart due to excessive exertion.
The investigation revealed that at the time of the incident, the victim was with Basuki, who was then head of the Sub-Directorate Dalmas Ditsamapta of the Central Java Police. It was known that the two had an extramarital relationship since 2020.
Prior to pursuing criminal charges, Basuki had already been subjected to Not With Honour Discharge (PTDH), or dismissal through an internal police ethics hearing, for gravely misconduct. (AS/I-1)
