Formappi Urges the DPR Legislation Body to Expedite the Completion of Key Bills

JAKARTA, KOMPAS.com - The Forum Masyarakat Peduli Parlemen Indonesia (Formappi) has reminded that there are several draft laws (RUU) that are truly urgent and need to be completed immediately.

Formappi researcher Lucius Karus said that the DPR’s Legislation Body (Baleg) has so far only focused on prioritising RUU that align with its own group’s targets without a clear national legislative agenda.

“Of the five RUU that Baleg has made a priority, I think the Indigenous Communities Bill and the Aceh Governance Bill should indeed be prioritised because they have been awaited for quite some time,” said Lucius to Kompas.com, Sunday (17/5/2026).

Lucius questioned the progress of drafting these two RUU.

He also regretted that these two RUU were not mentioned by Baleg as priority RUU even though discussions on these RUU are being held in other commissions.

According to Lucius, this ambiguity arises because Baleg is too busy acting as a single executor or “factory” for RUU.

“Baleg is busy discussing RUU and, wanting to handle everything themselves, they have even taken over the portion of RUU that should be discussed by certain Commissions. Baleg ends up being a factory while other bodies neglect their oversight role,” said Lucius.

Formappi urges Baleg to immediately open reports on the progress of all RUU to the public and stop monopolising the discussion of laws.

“Baleg should not only talk about targets for them to work on themselves, but also about how to achieve the overall legislative targets,” said Lucius.

Previously reported, the DPR RI’s Baleg targeted to complete five Draft Laws (RUU) during the fifth session of the 2025-2026 parliamentary year which will take place from 12 May to 21 July.

The five RUU in question are the One Data Indonesia Bill, another priority RUU is the Aceh Governance Bill, the Strategic Commodities Bill, the Textile Bill, and the Indigenous Communities Bill.
