Formappi: Target of Approving Five Bills in the Current Session is Insufficient to Significantly Reduce DPR's Legislative Burden

JAKARTA, KOMPAS.com - The Indonesian Parliamentary Watch Forum (Formappi) has highlighted a statement made by the DPR RI’s Legislation Body (Baleg), which aims to approve five draft laws during this Session V.

Formappi researcher, Lucius Karus, believes that this target is too small and will not have a significant impact on the DPR’s legislative workload for this year.

“Overall, the DPR’s target for 2026 still leaves 65 draft laws outstanding. It is clear that these 65 draft laws cannot be fully or even partially completed by the end of the year if Baleg does not develop a realistic approach to discussing draft laws,” Lucius told Kompas.com on Sunday (17/5/2026).

According to Lucius, setting targets for each session has so far only become a ceremonial agenda.

This target is considered to have never been a burden that must be accounted for when these promises are not fulfilled.

“I think the determination of priorities for Session V by Baleg, as well as the determination of annual priority bills by the DPR as a whole, should be seen as a routine that tends to lack significant meaning,” Lucius criticised.

“So if for this Session V, the Chairman of Baleg states that there are 5 Priority Bills that will be approved, then we should just consider it as a political promise that we should not take as a serious commitment,” said Lucius.

Previously, the DPR RI’s Baleg targeted to complete five draft laws in Session V of the 2025-2026 session year.

The five draft laws are the Indonesian Single Data Bill, the Aceh Governance Bill, the Strategic Commodities Bill, the Textile Bill, and the Indigenous Peoples Bill.
