Forestry Ministry provides land certainty for communities to realise TORA

Jakarta (ANTARA) — The Ministry of Forestry (Kemenhut) continues to expand communities’ certainty of access to land through the provision of Agrarian Reform Object Land (TORA), having realised up to 3.11 million hectares, or around 76 per cent of the national target.

This achievement forms part of the government’s efforts to resolve long-standing land tenure problems, particularly for communities living in and around forest areas who depend on the land for their livelihoods.

Director General of Forestry Planning at the Ministry of Forestry, Ade Tri Ajikusumah, affirmed in Jakarta on Monday that TORA serves as an instrument to bring together the agenda of community welfare and forest conservation.

“TORA is a bridge between welfare and sustainability, so that communities prosper while the forests remain preserved,” he said.

The subsequent land registration process proceeds through the Agrarian Reform mechanism together with ministries and agencies, regional governments, and other relevant parties.

According to data from the ministry’s Directorate of Forest Area Confirmation as of June 2026, Indonesia has forest areas covering 124,975,956 hectares, of which 113,226,040 hectares, or 90.60 per cent, have been formally designated. Meanwhile, 11,749,916 hectares, or 9.40 per cent, are still in the designation process.

Certainty of boundaries and status of forest areas is an important foundation that allows the government to clearly determine which areas will retain their forest function and which locations can be managed to address communities’ needs in accordance with prevailing regulations.

Of the national target of 4.10 million hectares for TORA land provision, the government still has around one million hectares left to complete.

The Ministry of Forestry will continue to accelerate the completion of locations still in process, while prioritising administrative accuracy, area certainty, and benefits for communities.

Through the TORA programme, the government aims to ensure that forest areas are managed with increasingly clear boundaries and status, while communities who have long lived and worked around these areas receive a just resolution.

Through TORA, the ministry is opening a path to resolve the status of forest areas so that communities can continue the process of obtaining certainty of land rights through the Agrarian Reform mechanism.
