Foreign Worker Services Now Integrated into OSS, Government Accelerates Permits
The government has begun integrating foreign worker (TKA) services through the Online Single Submission (OSS) system. This policy is aimed at simplifying the licensing process while strengthening inter-agency coordination in the supervision and service of foreign workers.
The integration was marked by the signing of a Joint Decree (SKB) by three ministries in Jakarta on Wednesday (9/9/2026). The collaboration involves the Ministry of Manpower, the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM), and the Ministry of Immigration and Correctional Services.
Minister of Manpower Yassierli stated that the new system allows foreign worker services to be conducted through the OSS as a single entry point. With this mechanism, business actors are expected to no longer face repetitive processes across various ministerial systems.
“The integration of foreign worker services is part of the government’s efforts to provide ease for the business world. The process must be simpler, faster, and more certain,” said Yassierli.
Under the integration scheme, the OSS, which falls under the Ministry of Investment and Downstreaming, serves as the initial access point for services. The system connects the SIAPKerja service owned by the Ministry of Manpower with the All Indonesia platform under the Ministry of Immigration and Correctional Services.
Yassierli emphasised that the simplification of services must not reduce the aspect of supervision regarding the presence and use of foreign workers in Indonesia. The use of foreign labour remains directed towards specific competency needs that cannot yet be optimally met by the domestic workforce.
According to him, the presence of foreign workers is also expected to benefit Indonesian workers through the process of technology and skill transfer. In the long term, this can support the enhancement of national workforce competence and create more job opportunities for the Indonesian people.
He assessed that the involvement of the three ministries is an important step in building more coordinated public services.
“Good public service requires collaboration. This integration shows that ministries are not working in isolation, but together to present simpler and more integrated government services,” he said.
Minister of Investment and Downstreaming/Head of BKPM, Rosan P. Roeslani, described the integration as a form of strengthening inter-institutional coordination. In his view, cross-ministerial cooperation is necessary so that investment services can move faster without ignoring applicable regulations.
Rosan hopes that this collaboration will provide certainty for business actors and investors. Certainty in the licensing process is considered one of the important factors in creating a competitive investment climate.
“Collaboration must run quickly, effectively, and remain in accordance with applicable provisions, thereby providing a positive impact on the economy, job creation, and community welfare,” he said.
Minister of Immigration and Correctional Services, Agus Andrianto, added that the cooperation between the three ministries has actually been ongoing for both foreign worker and foreign investor services. The signing of the Joint Decree serves as a form of strengthening and formalising the coordination that has been in place.
Agus stated that his department fully supports the unification of the system. Data integration is seen as providing certainty for both the government and investors who require a clearer service process.
“This effort is undertaken to unify data so that we all have certainty regarding where all processes can take place, especially for investors who require investment certainty in Indonesia,” said Agus.
With the implementation of foreign worker services through the OSS, the government hopes that administrative processes will become simpler, integrated, and provide certainty for the business world. On the other hand, the government continues to emphasise the importance of using foreign workers selectively according to competency needs while providing benefits for the development of the Indonesian workforce.
