The government is strengthening investment governance by integrating foreign worker (TKA) usage services across Ministries/Agencies through the Online Single Submission (OSS) as a one-stop service. This integration aims to provide effective public services while ensuring that the use of foreign workers aligns with specific competency requirements.

This was stated by the Minister of Manpower, Yassierli, following the signing of a Joint Decree (SKB) regarding the integration of foreign worker service systems in Jakarta on Wednesday (9/9/2026). Through this integration, foreign worker permits can be accessed via a single entry point on the OSS under the Ministry of Investment and Downstreaming/BKPM. The system integrates SIAPKerja from the Ministry of Manpower and All Indonesia from the Ministry of Immigration and Correctional Services.

“The integration of foreign worker services is part of the government’s efforts to provide ease for the business world. The process must be simpler, faster, and more certain. Integration must not add extra stages,” said Yassierli.

Yassierli noted that foreign workers play an important role in investment dynamics to meet specific competency needs, facilitate technology transfer, enable skill transfer, and strengthen the absorption of local labour.

He expressed appreciation for the collaboration between the Ministry of Manpower, the Ministry of Investment and Downstreaming/BKPM, and the Ministry of Immigration and Correctional Services. “Good public service requires collaboration. This integration shows that ministries are not working in isolation,” he added.

Cross-Ministry Support

The Minister of Investment and Downstreaming/Head of BKPM, Rosan P. Roeslani, stated that this collaboration is a concrete manifestation of the President’s directive to strengthen inter-ministerial cooperation. “Collaboration must proceed quickly, effectively, and remain in accordance with regulations, thereby providing a positive impact on the economy, job creation, and public welfare,” said Rosan.

Meanwhile, the Minister of Immigration and Correctional Services, Agus Andrianto, described the signing of the Joint Decree as the formalisation of a long-standing partnership. “This is the formalisation of what we have been working on for a long time. This effort is undertaken to unify data so that we all have certainty, especially for investors who require investment certainty in Indonesia,” concluded Agus.
