Food Affairs Coordinating Minister: Bulk rice aid distribution to be completed by September
Jakarta (ANTARA) – Coordinating Minister for Food Affairs Zulkifli Hasan (Zulhas) has stated that the government has decided that the second phase of rice food aid for beneficiary communities will be distributed in a single bulk delivery and completed by September 2026.
Zulhas explained that the rice food aid targets recipients in deciles 1 to 4, numbering more than 33.2 million beneficiary families.
“There’s no need to wait until next month for another 10 kilogrammes to be distributed, and another 10 kilogrammes the month after — no! Thirty kilogrammes will be delivered in one go to deciles 1 to 4, totalling more than 33 million food aid recipients. It will all be completed,” Zulhas said after a Limited Coordination Meeting on the Management and Distribution of Government Food Reserves (CPP) at the Coordinating Ministry for Food Affairs in Jakarta on Monday.
Each beneficiary will receive an allocation of 10 kilogrammes of rice per month for three months, so the total aid received amounts to 30 kilogrammes delivered at once.
Zulhas asked Perum Bulog to deliver the aid in bulk so that distribution would not be carried out in stages each month, but rather with the full three-month requirement sent to recipients at once.
“We decided today to ask Bulog to complete the delivery, all of it this month. So not 10 kilos, 10 kilos, and another 10 kilos. But 30 kilos delivered straight away,” he said.
According to Zulhas, the accelerated distribution of more than 997,200 tonnes of rice aid is expected to strengthen public food supplies while helping to maintain the stability of national rice prices.
Head of the National Food Agency (Bapanas) who is also Minister of Agriculture, Andi Amran Sulaiman, assured that data on rice food aid recipients is continuously updated so that distribution is accurately targeted while helping to suppress volatility in national rice prices.
Amran said the government continues to coordinate with the Ministry of Social Affairs to ensure that the recipient data used reflects the conditions of communities entitled to receive the aid.
The National Single Social and Economic Data (DTSEN), which forms the basis of the Food Aid Recipient (PBP) data, is an update released by Statistics Indonesia (BPS) as of 10 July 2026 and has been through a screening process by the Ministry of Social Affairs.
That data was then received by Bapanas to be finalised and passed on to Perum Bulog as the implementing agency for rice food aid distribution, whilst coordination with the Ministry of Social Affairs continues to ensure the accuracy of targeting.
“We received the data from the Ministry of Social Affairs. We signed off the data and sent it to Bulog. So Bulog is the one executing the rice aid distribution, but we will continue to coordinate with the ministry,” Amran explained.
Meanwhile, the government is currently implementing a rice food aid intervention programme targeting 33.24 million food aid recipients with allocations for July, August, and September. This is an effort to keep the price of rice stable and under control.
Bapanas has assured that the second phase of the rice food aid programme with allocations for July, August, and September 2026 can run increasingly smoothly, both in terms of the technical distribution to recipients and administrative documentation.
The government, through Bapanas, has officially appointed Perum Bulog to distribute Government Food Reserves (CPP) for the food aid period of July, August, and September 2026, targeting 33,244,408 food aid recipients (PBP).
The pro-people second phase rice food aid programme is one of President Prabowo Subianto’s directives. A total of 997,200 tonnes of rice will be disbursed to 33,244,408 PBP, each receiving 10 kilogrammes per month over a three-month allocation.
The realisation of the first phase of the food aid programme, covering the February and March 2026 allocation, successfully reached 33.14 million food aid recipients, or 99.7 per cent of the target of 33.24 million PBP. Meanwhile, a total of 664,880 tonnes of rice and 132,970 kilolitres of cooking oil were distributed.
