Following Surabaya's Lead, Badung Regency Designs Cashless Parking System
The Badung Regency Government has begun reviewing the implementation of a digital on-street parking retribution system to curb regional revenue leakage. The management scheme adopts the parking service digitalisation model already implemented by the Surabaya City Government.
“We have assigned the Transportation Agency to conduct a comparative study to Surabaya, to learn about the parking digitalisation system. The Surabaya City Government has implemented a barcode system in the process of collecting on-street parking fees,” said Badung Regional Secretary Ida Bagus Surya Suamba on Monday (17/8/2026).
The Badung Regency Government plans to require every parking attendant to wear special attributes and operate electronic devices when processing transactions. The supporting equipment is used to scan payment codes when serving each vehicle parking service user.
“So this is what we plan to adopt, so that each parking attendant wears a jacket with a barcode code on it and is equipped with a device. The device could be a mobile phone if there is nothing else available there,” said Surya Suamba.
According to Surya, the daily work pattern in the field begins with preparing the devices for parking attendants before they go on duty. Another advantage is that all vehicle retribution tariffs scanned through the barcode can automatically divide the revenue portion between the parking attendant and the regional treasury.
“From yesterday’s report from the Transportation Agency, in Surabaya City, in the morning the parking attendants collect their mobile phones. Then, each parking attendant, through the barcode, has already been allocated a share — for example, if a car pays Rp5,000, a portion goes directly to the parking attendant, and a portion goes directly into the regional treasury account,” said Surya Suamba.
The former Head of the Badung Public Works and Spatial Planning Agency revealed that the technical review stage is currently underway so that the implementation of the payment technology can be adapted to Badung’s conditions. The Badung Regency Government is targeting the formulation of this cashless system to be completed soon so that it can be realised.
“So, like that, and here we will certainly review it further so that hopefully it will not take long before we can implement it according to our own conditions as well,” explained Surya Suamba.
