The Housing Savings Management Agency (BP Tapera) recorded that the realisation of the Housing Financing Liquidity Facility (FLPP) distribution up to 1 September 2026 reached 140,965 housing units. This figure represents only approximately 40 per cent of the target of 350,000 housing units for 2026.

BP Tapera Commissioner Heru Pudyo Nugroho stated that the agency supports increasing interest in subsidised low-cost apartments (rusun) through strategic measures, specifically by providing affordable FLPP financing.

“The FLPP realisation, for both landed houses and low-cost apartments, as of 1 September, has reached 1lar 140,965 housing units, or 40.3 per cent of the 350,000-unit target, with disbursed funds amounting to Rp17.5 trillion,” Heru said in a statement in Jakarta on Thursday, 3 September 2026.

Heru noted that a decision from the Minister of Finance has been issued to adjust the mortgage tenor from 20 years to 40 years for both subsidised landed houses and subsidised apartments. This decision is seen as a positive development.

“The 40-year tenor is expected to increase affordability for low-income earners (MBR),” he said.

Heru outlined several strategic steps for BP Tapera. First, increasing socialisation and education for the public, particularly the younger generation and urban workers, regarding the advantages of vertical housing located near economic activity centres.

Second, collaborating with the government and developers to ensure that subsidised apartments are built in locations with good access to transport, public facilities, and a quality environment.

Third, leveraging the digitalisation of financing services to ensure that the process of accessing information and applying for subsidised mortgages becomes easier and faster for the public.

Furthermore, Heru stated that the fourth strategic step is to encourage the development of products that meet the needs of urban low-income earners, in terms of design, unit size, and the quality of the surrounding area.
