Flores Northern Ring Road Project Targeted for Completion by 2031

The construction of the Flores Northern Ring Road is being carried out in stages and is targeted for completion by 2031. This year, only about 10 kilometres of the 141.291-kilometre project can be worked on. This was revealed during a recess working visit by the Deputy Chairman of Commission V of the Indonesian House of Representatives (DPR RI), Andi Iwan Darmawan Aras, and his delegation in West Manggarai, East Nusa Tenggara (NTT), on Wednesday (22/7/2026). The delegation was accompanied by NTT Deputy Governor Johni Asadoma, West Manggarai Regent Edistasius Endi, and the Head of the NTT National Road Implementation Agency (BPJN), Janto. “The total budget requirement for the physical construction of the Flores Northern Ring Road is estimated to reach Rp 1,079.45 billion (Rp 1.07 trillion),” Janto stated during a presentation on the project’s progress to the Commission V recess working visit team in Labuan Bajo, West Manggarai, NTT, on Wednesday. This road serves as an alternative route from Reo-Labuan Bajo via the Labuan Bajo-Terang-Pelabuhan Bari-Kedindi section. The infrastructure is also expected to be a primary support for access to the super-priority tourism destination in Labuan Bajo. The project also includes the construction of several bridges. Janto detailed that 53.875 km of the total road length is already asphalted. Furthermore, 10.776 km has been handled through road improvements, 43.515 km remains dirt or footpaths, and 33.125 km is a section that has not yet been opened. “Thus, there are still 87.416 km of road sections that need asphalting,” he added. The Flores Northern Ring Road project is one of the national strategic projects (PSN) coordinated by the Directorate General of Highways at the Ministry of Public Works. Since 2015, the Directorate General of Highways has handled the 78.55 km Labuan Bajo-Terang-Pelabuhan Bari-Kedindi section with a total value of approximately Rp 165.43 billion. The Head of the Commission V DPR RI Recess Working Visit Team, Andi Iwan Darmawan Aras, stated that the acceleration of the road’s construction is highly dependent on land readiness. He urged the local government to resolve land issues so that the road project can be utilised immediately. “In this way, construction implementation will no longer be hampered and the allocated budget can be realised promptly,” said Andi Iwan. “The goal is for the benefits to be immediately felt by the community, to strengthen inter-regional connectivity, and to promote equitable development and economic growth on Flores Island,” he concluded.
