Flight Ticket Surcharges Unchanged Despite Drop in Avtur Prices
The Ministry of Transportation has issued new regulations regarding the decrease in avtur prices, effective from 1 June 2026. Through the Decree of the Director General of Civil Aviation Number AU.005/2/7/DRJU.DAU/2026, the government has set the average price of avtur at Rp 26,089 per litre.
Despite the drop in avtur prices, the Ministry of Transportation is maintaining the maximum limit for fuel surcharges at 50 per cent of the upper fare limit for economy class tickets. This figure remains unchanged from the May 2026 period, when the average avtur price stood at Rp 29,116 per litre.
The Director General of Civil Aviation, Lukman F Laisa, stated that domestic scheduled commercial air transport companies may continue to apply a surcharge for economy class passengers of up to 50 per cent of the upper fare limit according to their service group. The new regulation, effective from 1 June 2026, revokes the previous decree dated 14 May 2026.
The Ministry of Transportation has not yet confirmed the impact of the lower avtur prices on airfares, as it is currently assessing the potential for price reductions. The Head of Public Relations for the Directorate General of Civil Aviation, Endah, noted that calculations regarding the impact of avtur price changes on flight tariffs are still underway and will be communicated once the study is complete.
Previously, PT Pertamina Patra Niaga reduced avtur prices by approximately 10 per cent starting 1 June 2026. Nationally, avtur prices in June 2026 have decreased by about 10 per cent compared to the previous month. For instance, at the Soekarno-Hatta Aviation Fuel Terminal (AFT), prices fell from Rp 24,580 to Rp 22,190 per litre; at AFT Ngurah Rai, from Rp 26,190 to Rp 23,480 per litre; and at AFT Kualanamu, from Rp 25,720 to Rp 23,090 per litre.
The Corporate Secretary of Pertamina Patra Niaga, Roberth MV Dumatubun, stated that the price adjustment follows the established mechanism and refers to the formula set by the government. Avtur pricing is based on the average of international published prices, primarily using the Mean of Platts Singapore (MOPS) Kerosene/Jet as the regional market reference.
“As global energy prices move downwards, this adjustment will be reflected in avtur prices according to the applicable mechanism,” said Roberth. He added that the decrease in avtur prices is expected to help reduce airline operational costs, positively impacting domestic flight activities, supporting national tourism, strengthening regional connectivity, and driving economic growth across various regions.
