State universities such as Universitas Padjadjaran (Unpad) and Universitas Pendidikan Indonesia (UPI) have started implementing efficiency policies with work from home (WFH) on Friday, 10 April 2026. However, at Unpad, some activities are still taking place in several faculties.

The Head of Unpad’s Public Communication Office, Dandi Supriadi, stated that the WFH regulation was only disseminated two days ago. Meanwhile, there are some campus activities that have been scheduled far in advance and are difficult to cancel because they involve external partners. For example, events in the nursing faculty’s anniversary series. “Although the circular is to implement WFH for today, it cannot be done completely,” he said on Friday, 10 April 2026.

In other faculties such as communication sciences, there are practical lectures. According to Dandi, the practical schedule on WFH Fridays at Unpad is difficult to shift. “Because it is already in the curriculum and it is hard to find a replacement day for laboratory use,” he said.

Unpad’s WFH regulation was issued by the Vice Rector for Resources and Governance, Widya Setiabudi Sumadinata, through Circular Letter No. 1198/UN6.WR4/TU.00/2026 on Work Pattern Adjustments. The provisions, which were disseminated to the campus’s academic community on 7 April, refer to the Circular Letter of the Minister of Higher Education, Science, and Technology of the Republic of Indonesia No. 2 of 2026 on Work Pattern Adjustments and Academic Activities.

The circular states that WFH is applied to all academic community members and educational personnel, especially those working in administrative fields. For lecturers and educational personnel who have task schedules on Fridays related to practicals, WFH implementation can be shifted to another day with further arrangements in their respective work units. According to Unpad Rector Arief S. Kartasasmita, the WFH policy was issued to anticipate the global energy crisis.

Meanwhile, according to the Head of UPI’s Public Communication, Information, and Services Office, Vidi Sukmayadi, on the first WFH day of Friday, 10 April 2026, practical class lectures were held on campus. “Other students have started online classes,” he said.

Other activities such as seminars or anniversary events have been arranged not to take place on Fridays. Exceptions apply if there are state agendas, such as visits from Ministry of Social Affairs officials to explore cooperation related to the development of People’s Schools.

In general, the WFH policy at UPI campus is applied to all employees in academic and non-academic units with different implementation patterns. In non-academic units, employees carry out WFH every Friday. Meanwhile, in academic units and health services, work is done in the office (WFO) proportionally.

The provisions require 50 percent of employees to be present alternately, so each employee still has a WFH obligation one day per week. Specifically for units that provide direct services to the public, UPI sets a WFO pattern with staggered working hours to ensure services run optimally.
