Fire Kills 22 People, Terra Drone Building Owner Admits Negligence in Monitoring SLF Certificate

JAKARTA, KOMPAS.com - Nyauw Gunarto, the owner of the office building for PT Terra Drone Indonesia, has admitted to being negligent in monitoring the status of the building’s certificate of worthiness for use (SLF).

This was revealed by Gunarto during the continuation of the trial for the fire case at PT Terra Drone Indonesia’s office at the Central Jakarta District Court in Kemayoran on Wednesday (22/4/2026).

Gunarto attended the hearing via Zoom Meeting teleconference because he was in Semarang, Central Java.

“But I do feel that regarding the SLF, I did have a weakness in monitoring how far it had progressed at that time,” he stated during the trial.

“But I really did instruct my staff to take care of it,” Gunarto continued.

Nevertheless, he assured that his building had an SLF, but it had expired.

Gunarto acknowledged that the building’s SLF status had already ended when the CEO of PT Terra Drone Indonesia, Michael Wishnu, rented the building in 2023.

“It had already expired,” said Gunarto.

Gunarto explained that he only asked his staff about it and did not monitor the SLF processing further.

He admitted to being negligent in monitoring the implementation of the SLF processing for years.

Previously, it was revealed that the SLF for the building housing PT Terra Drone Indonesia’s office had expired since 2020.

Presiding Judge Purwanto S Abdullah asked the representative from the DKI Jakarta Public Works, Spatial Planning, and Land Affairs Agency, Inggrid Simanjuntak, whether it was true that the SLF for the building at PT Terra Drone Indonesia’s office in Kemayoran, Central Jakarta, had expired on 27 August 2020.

“Yes, that’s correct, Your Honour,” Inggrid stated during the previous hearing on Wednesday (15/4/2026).
