Fire at LPG Bulk Filling Station Kills Two and Affects 39 Households: Is There Negligence?
A severe fire at the Stasiun Pengisian Bulk Elpiji (SPBE) operated by PT Indogas Andalan Kita in Cimuning Ward, Mustikajaya District, Bekasi City, has resulted in the deaths of two security guards. The victims, named Suyadi and Djaimun, succumbed after intensive treatment for burns covering nearly 100 per cent of their bodies. The incident has affected a total of 22 victims. This fatal event has prompted questions about whether negligence played a role. Environmental policy expert Budi Riyanto has highlighted several critical aspects related to the fire. He emphasised the need to investigate environmental permits and compliance with SPBE operational requirements, including supporting facilities and infrastructure. He also questioned whether strict oversight by authorities was maintained during operations. “If all requirements have been met, this incident indicates negligence or weak supervision,” Budi stated when contacted by Kompas.com via short message on Wednesday (8/4/2026). He noted that spatial planning aspects should have been a primary consideration from the outset, including in environmental documents such as Amdal, UKL, and UPL. “The ideal safe distance between high-risk facilities and settlements is at least 50 metres,” Budi said. If the SPBE is to be retained, residents directly bordering it should be relocated through fair agreements. Alternatively, the option of closing the SPBE could be considered. “Environmental restoration steps must be adjusted to the initial conditions (pre-incident environmental state),” Budi added.
