Fiona Handayani and Ibrahim Arief Testify as Witnesses in Nadiem Makarim Trial
In a hearing at the Jakarta Corruption Court on Thursday, 5 March 2026, the chairman of the panel, Purwanto S. Abdullah, identified Ibrahim Arief during the proceedings, confirming him as the defendant. Ibrahim Arief and Fiona Handayani were observed entering the courtroom during a break and chatting briefly ahead of proceedings. While Arief is a defendant in the case, Handayani is a witness. The alleged acts were carried out in concert with three other defendants: the former Kemendikbudristek technology consultant Ibrahim Arief, the former Director of Junior High Schools at Kemendikbudristek Mulyatsyah, and the former Director of Elementary Schools at Kemendikbudristek Sri Wahyuningsih. The losses to the state are divided into two components: the procurement of Chromebook-based laptops and the procurement of Chrome Device Management (CDM). Prosecutors deem the CDM procurement unnecessary and not required in the ministry’s Digital Education programme at the time. The Chromebook laptops are said not to be usable in frontier, outermost and least developed areas (3T) due to limited internet connectivity. Moreover, Nadiem Anwar Makarim is alleged to have enriched himself by around Rp 809.5 billion in the Chromebook procurement case. Prosecutors contend he abused his power by steering procurement specifications to make Google the sole dominant player in Indonesia’s education ecosystem. The personal gains cited by prosecutors arise from Google’s investment into PT Aplikasi Karya Anak Bangsa (AKAB), via PT Gojek Indonesia. The source of funds for AKAB is largely the total Google investment into AKAB of USD 786,999,428. This is evidenced by the defendant Nadiem Anwar Makarim’s wealth disclosures in the 2022 LHKPN, which show securities holdings valued at Rp 5,590,317,273,184. The defendants are accused under Article 2(1) and Article 3 together with Article 18 of Law Number 31 of 1999 as amended by Law Number 20 of 2001 on Combating Corruption, together with Article 55(1) (1) of the Indonesian Penal Code.
