Finance Ministry's Institutional Structure to Be Overhauled, Here's a Glimpse from PANRB
The organisation and work procedures (OTK) of the Ministry of Finance are being overhauled with support from the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB). Discussions on the matter were held between teams from the Ministry of Finance and PANRB, led by PANRB’s Deputy for Institutional and Administrative Affairs Nanik Murwati, at the PANRB office in Jakarta on Monday (6/7/2026). According to a PANRB press release on Wednesday (8/7/2026), the discussion on the Ministry of Finance’s OTK arrangement is a follow-up to an organisational restructuring proposal submitted by Finance Minister Purbaya Yudhi Sadewa in 2026. The discussion focused on aligning the institutional structure of several echelon I units to ensure the execution of organisational tasks and functions is more effective, efficient, and adaptive to the dynamics of government administration. Nanik stated that organisational structuring is part of the government’s continuous effort to build a bureaucracy that is agile, accountable, and results-oriented. She noted that every institutional arrangement must be directed at ensuring the organisational structure can support more optimal business processes. ‘Organisational structuring needs to ensure that the structure, tasks, functions, and business processes are aligned. That way, the organisation can work more effectively and responsively, and be able to meet service needs as well as the government’s strategic tasks,’ Nanik said in the press release. She added that institutional strengthening must also consider the potential for overlapping authority and the effectiveness of coordination between work units. This is important so that each unit has a clear role and can support the achievement of organisational performance in a more integrated manner. ‘The structuring being carried out is expected to clarify the division of roles, strengthen internal coordination, and minimise potential overlaps in the execution of tasks and functions within the Ministry of Finance,’ Nanik emphasised. The meeting also covered several crucial aspects of institutional transformation, including strengthening operational functions, structuring technical implementation units, and the effectiveness of organisations within public service agencies. The arrangement is directed so that each work unit has a right-sized structure and can carry out its mandate more accountably. Strengthening the Ministry of Finance’s OTK is also part of efforts to support the sustainability of digital operations and increasingly modern state financial governance. With a more adaptive institutional structure, the execution of strategic services and tasks in the state finance sector is expected to run more agilely, in an integrated manner, and be performance-based. Furthermore, this organisational structuring is being pursued comprehensively through the harmonisation of institutional policies. This step is necessary to ensure that the planned organisational changes remain aligned with statutory provisions and the principles of good governance. The meeting also served as a discussion space to strengthen the direction of institutional transformation in the digital era. By prioritising the principle of an agile organisation, PANRB and the Ministry of Finance are working to ensure that changes in the organisational structure can have an impact on improving internal work effectiveness and the quality of services to stakeholders.
