Finance Minister Purbaya Yudhi Sadewa revealed that the disbursement of Year-End Allowance (THR) for Civil Servants (ASN) as of Tuesday, 10 March had only reached Rp11 trillion. This figure represents approximately 20% of the total budgeted allocation of Rp55 trillion prepared by the government.

Purbaya emphasised that the delayed flow of funds to civil servants was not caused by problems with state cash availability. Rather, he indicated that responsibility currently lay with government agencies and work units (satkers) that had yet to submit their disbursement applications.

“It’s been prepared. Some may not have submitted yet. But if everything is complete, there should be no obstacles. Unless the ASN section hasn’t requested it from us yet, it must be requested,” Purbaya stated, as reported by Antara on Tuesday, 10 March.

He guaranteed the availability of liquidity to meet the entitlements of civil servants, military, police, and retirees on time. “It’s not that the money isn’t available. Sometimes it’s the offices (agencies) that haven’t requested it from us,” the Finance Minister stressed.

For context, the 2026 THR allocation experienced a significant increase of 10% compared to the previous year, which stood at Rp49 trillion. Coordinating Minister for the Economy Airlangga Hartarto previously detailed the distribution of the Rp55 trillion budget.

Unlike the payment schemes during the pandemic years, the 2026 THR component is paid in full at 100%, comprising basic salary, family allowance, food allowance, position allowance, and performance allowance (tukin) in accordance with applicable regulations.

The disbursement was conducted in stages beginning 26 February 2026 and is targeted to be completed no later than seven days before Eid. The government also emphasised that THR differs from the 13th-month salary scheduled to be disbursed in June.
